NSTL DRDO Consultant Recruitment 2026 — 2 Posts

The Naval Science & Technological Laboratory (NSTL), under the Defence Research & Development Organisation (DRDO), Ministry of Defence, Government of India, has released Advertisement No. NSTL/003/ADM/CC/Consultants-2025 for engaging retired government officials as Consultants. NSTL is a premier naval systems laboratory located at Vigyan Nagar, Gopalapatnam, Visakhapatnam. This is a great opportunity for retired defence and government professionals to contribute their expertise to critical naval technology projects.

Vacancy Breakdown

• Post Code 2025/NSTL/281 — Technical Consultant (Level-13A): 1 post. For specific work on the ALWT (NST-208) project — documentation templates, technical manuals, user manuals, MQAPs, ATPs, drawings, and review of production documents.
• Post Code 2025/NSTL/282 — Admin Consultant (Level-9/10): 1 post. To assist the Administration department with court cases, disciplinary matters, and labour law compliance.

Who Can Apply?

Technical Consultant (Post Code 2025/NSTL/281)

• Qualification: Engineering graduate in Mechanical, Electrical, or Electronics (Embedded Systems)
• Retired at Pay Level-13A or equivalent from PSU
• Must have experience in design, development of documentation templates, and documentation of products/systems under export or induction
• Experience in reviewing production agency documents is preferred

Admin Consultant (Post Code 2025/NSTL/282)

• Retired at Pay Level-9 or Level-10 or equivalent from PSU
• Must have work experience in handling court cases and disciplinary cases
• Should be well-versed with: Prevention of Corruption Act, Central Vigilance Commission Act, CCS (Conduct) Rules, CCS (CCA) Rules, RTI Act, Contract Labour Act 1970, Payment of Wages Act 1936, Minimum Wages Act 1947, Industrial Dispute Act 1974, Factories Act 1948, and Indian Contracts Act 1872

General Requirements (Both Posts)

• Must be a retired official from Central/State Govt, PSU, Autonomous Body, University, or Govt R&D Organisation
• Must have effective communication skills (oral and written) and strong interpersonal skills
• Persons with DRDO experience get preference during selection
• Must have a gap of at least 15 days between retirement date and consultant appointment

Age Limit

• Maximum age: 63 years as on the closing date of application (13 April 2026)
• This limit applies to all categories of retired government employees

Salary

For Non-Pensioners (Consolidated Monthly Remuneration)

• Technical Consultant (Level-13A): Rs. 60,000 per month + Rs. 5,000 conveyance allowance
• Admin Consultant (Level-9/10): Rs. 40,000 per month + Rs. 3,000 conveyance allowance

For Pensioners

• Fixed monthly amount = Last pay drawn at retirement minus basic pension
• Conveyance allowance: Rs. 3,000 (up to Level-11) or Rs. 5,000 (Level 12-14)

For NPS Retirees

• Fixed remuneration = Last basic pay minus 30% of last basic pay
• Conveyance allowance same as above

No DA, transport facility, residential accommodation, personal staff, CGHS, or medical reimbursement. However, TA/DA is admissible for official travel.

• Prepare MQAPs, ATPs, drawings, technical manuals, user manuals, and MR manuals for NSTL systems and products (Technical post)
• Handle documentation templates for different applications related to NSTL systems under induction or export
• Review documents submitted by production agencies before handover to users as part of ToT/production orders
• Coordinate with government counsel for handling ongoing court cases and legal matters (Admin post)
• Prepare parawise comments on OAs, Writ Petitions, SLPs, and PILs filed against the Union of India
• Monitor and maintain records of pending court cases and ensure timely implementation of court judgments
• Manage process of obtaining and renewing licences under Factories Act and various Labour Acts
• Follow all DRDO security protocols including Non-Disclosure Agreement and Information Security Act requirements
