North Eastern Council Secretariat (NEC), under the Ministry of Development of North Eastern Region, is filling the Deputy Adviser for Irrigation, Flood Control and Water Management role at its Shillong secretariat. This is a senior deputation assignment for an officer who understands water-resource planning as well as the practical side of project delivery. The role connects regional policy with state-level implementation, so your work will cover several North Eastern states rather than a single scheme. Service Conditions and Caveats

• Appointment route: The position is filled on deputation, including short-term contract, under the applicable recruitment rules. Your parent cadre or department must be able to spare your services.
• Feeder-grade requirement: You should either hold an analogous post regularly or have the prescribed regular service in the feeder grade. The cadre authority must confirm this position through the forwarded application.
• Tenure: The deputation, including any immediately preceding ex-cadre deputation in a Central Government organisation, ordinarily cannot exceed four years.
• Regional scope: You will advise on irrigation, drinking-water resources, flood control and soil-conservation programmes across the North Eastern Region. Coordination with state governments is a central part of the assignment.
