Finance Department, Government of Jharkhand Legal Financial Expert Recruitment 2026 - 1 Post

The Finance Department, Government of Jharkhand handles the state's overall financial management — from pension and provident fund matters and wage policy advice to state budget formation, accounts and audit, and coordination with the RBI, banks, and the Accountant General's office. To strengthen this work, the department has released a notification to fill 1 Legal Financial Expert post, ranked equivalent to a Special Secretary (Pay Level 13A). This role can be filled either through direct recruitment of a qualified finance/legal professional or by re-engaging a retired government officer on a contract basis. The contract runs for 3 years and can be extended by up to 2 more years based on performance — if selected, you will work directly with senior Finance Department officials on state-level financial policy, a rare opportunity for finance and legal professionals.

This is a purely temporary contract position with no claim to permanent absorption after the contract period ends. If your work is found unsatisfactory, the department can end the contract at any time, and the Finance Department may also change the number of posts as per its requirements.

Who Can Apply?

For Direct Recruitment:

  • Qualification: MBA in Finance, CA, or a Master's Degree in Finance/Economics from a reputed institution
  • Preferred: LLM or PG Diploma in Law or equivalent from a reputed institution
  • Experience: 5 to 10 years of work experience in the Central Government, State Government, a PSU, or a reputed private financial institution

For Retired Officers:

  • Retired officers of Joint Secretary rank or above from the government, or equivalent rank from a bank/commercial tax department/other government office, can also apply for this post on a contract basis

Primary Responsibility: The selected candidate will review and suggest amendments to financial rules, pension rules, manuals, and departmental codes, and will vet various policy proposals sent to the Finance Department for approval.

Age Limit

  • Your age will be calculated as on 1 January 2026.
  • For direct recruitment, the maximum age limit is 50 years.
  • For retired officers applying on a contract basis, the maximum age limit is 62 years.

Salary

  • Selected candidates will get a monthly contract remuneration of Rs. 1,50,000 to Rs. 1,75,000, based on your qualification and experience.
  • Retired officers will be paid honorarium/remuneration as per Finance Department Resolution No. 928 dated 6 April 2022 and other circulars issued by the department from time to time.
  • You will get casual leave for the calendar year as per state government employee norms, but you will not be entitled to any other type of leave during the contract period.

Selection Process

The selection will be done in 2 stages:

  1. Screening of Applications: A Selection Committee — chaired by the Principal Secretary/Secretary (Finance), with the Special Secretary (Finance) as Member Secretary, along with a Joint Secretary (Finance) and an SC/ST representative nominated by the Personnel, Administrative Reforms and Rajbhasha Department — will scrutinise applications received by the last date and shortlist candidates based on qualification and experience.
  2. Interview: Shortlisted candidates will be called for an interview. Candidates recommended by the committee will be appointed to the post.

There is no written exam for this post, and candidates attending the interview will not get any TA/DA. After joining, all original certificates submitted by the selected candidate will be verified within 3 months of appointment, and a police verification will also be conducted during this period. If you knowingly submit incorrect certificates, the department can take legal action against you. The appointing authority for this post is the Additional Chief Secretary / Principal Secretary / Secretary, Finance Department, Jharkhand.

Responsibilities

  • Review and suggest amendments to financial rules, pension rules, manuals, and departmental codes

  • Support coordination on loan and debt-related matters with financial institutions
  • Assist with vetting of MoUs and MoAs received from various government departments
  • Provide legal and financial guidance on proposals sent by other state government departments

LLM or PG Diploma in Law or equivalent from a reputed institution

  • Retired Officers: Maximum age of 62 years for candidates applying as retired officers
