About This Job
ECIL is preparing a panel of Inquiry Officers to conduct departmental inquiries. This is for retired E-9 PSU executives or retired officers of equivalent rank from Central or State Government. The application starts from 12 June 2026 and the last date to apply is 30 June 2026. There is no fixed vacancy count because this is an empanelment panel, not regular recruitment for a set number of posts.
The panel will remain valid for 3 years and may be extended further based on performance, subject to the maximum age condition. Payment is made as case-based honorarium and allowances, not monthly salary.
ECIL Inquiry Officers Recruitment 2026 - Empanelment
Electronics Corporation of India Limited (ECIL) is a Miniratna Category-I Public Sector Enterprise under the Department of Atomic Energy, Government of India. ECIL works in strategic electronics across nuclear, defence, aerospace, IT, telecom, network and homeland security, CBRN, and e-governance areas. This notification is for retired senior officers who can conduct departmental inquiries for ECIL with independence, confidentiality, and proper documentation.
Who Can Apply?
- Service level: You must have retired from at least E-9 level with pay scale Rs. 1,50,000-3,00,000 and above in a PSU, or from an equivalent rank in Central or State Government.
- Disciplinary record: You should not have been penalised in a disciplinary proceeding and should not have faced prosecution in a criminal case.
- Age: You should preferably be not more than 67 years as on 31 May 2026.
- Undertaking: You need to submit an undertaking confirming your disciplinary and criminal-case status.
Preferred Background
- Vigilance / HR / Legal: Previous experience in vigilance, HR, or legal matters is preferred.
- Departmental enquiries: First-hand experience of conducting departmental enquiries is preferred.
- Existing IO work: Retired officers already working as Inquiry Officers for Government departments or PSUs will be preferred.
- CVC background: Officers retired from CVC, or working in CVC and handling IO work, are also preferred.
Age Limit
- Preferred maximum age: 67 years as on 31 May 2026.
- The panel can be extended based on performance, but only up to a maximum age of 70 years.
Honorarium and Allowances
- Retired Government servants: Honorarium is linked to monthly basic pension - 90%, 70%, or 60% based on the number of witnesses in the charge sheet.
- Retired PSU executives: Honorarium is linked to last drawn basic pay - 45%, 35%, or 30% based on the number of witnesses.
- Secretarial assistance: Rs. 40,000, Rs. 30,000, or Rs. 20,000 per case based on witness count.
- Transport allowance: Up to Rs. 40,000 per case, with outstation travel reimbursement as per ECIL rules.
- Common proceedings: Additional Rs. 5,000 for every additional charged officer.
- Payment schedule: 50% is paid after submission and acceptance of the inquiry report. The balance is paid after finalisation of proceedings or after 45 days from acceptance, whichever is earlier.
Empanelment Terms
The ECIL panel is meant for departmental inquiry work, so empanelment does not guarantee that every person on the panel will get cases. ECIL states that the number of disciplinary cases given to one Inquiry Officer will be restricted to 8 cases in a year, with not more than 4 cases at a time. The assigned Inquiry Officer must complete and submit the inquiry report within 180 days from the date of empanelment for the inquiry, unless the disciplinary authority grants an extension.
- Confidentiality: You must keep all inquiry documents, records, reports, proceedings, and collected information secret.
- Conflict check: You must confirm that you are not a witness, complainant, close relative, or known friend of the employee involved in the matter.
- Record return: All records and reports must be returned to the authority that appointed you as Inquiry Officer.
- Performance review: ECIL can stop further extension if the Inquiry Officer's performance is not satisfactory.
- No conflicting work: You should not take professional work or service that conflicts with Inquiry Officer duties during an inquiry.
Documents to Attach
- Application form: Filled prescribed form for empanelment of retired officer or executive as Inquiry Officer.
- Qualification proof: Documents from matriculation onwards, including degree and higher qualification details.
- Service proof: Service particulars, relieving certificate, post held, pay scale, and nature of work done.
- ID documents: PAN, Aadhaar, and other supporting identity or service documents as applicable.
- Undertaking: Declaration that the information is correct and that you have not been penalised in a disciplinary case or involved in a criminal case.
Selection Process
ECIL will empanel Inquiry Officers through interview by a screening committee nominated by the Competent Authority. ECIL may also obtain vigilance clearance from the concerned department or organisation before empanelment.
- Application scrutiny: ECIL checks the application form, service background, undertaking, and supporting documents.
- Interview: A screening committee assesses suitable retired officers for empanelment.
- Vigilance clearance: ECIL may seek clearance from the previous organisation or department.
- Empanelment: Selected officers are placed on the panel for a period of 3 years.

Responsibilities

- Maintain strict secrecy of documents, records, evidence, and inquiry proceedings
- Study case records and follow ECIL conduct, discipline, and appeal rules
- Prepare clear inquiry reports without ambiguity and submit them within the prescribed time
- Return all records and documents to the appointing authority after report submission
- Sign confidentiality undertakings and avoid conflict of interest in assigned inquiries
- Coordinate inquiry hearings at the place agreed with the Presenting Officer and authority
Eligibility Criteria
Minimum Qualification
Retired officer or executive from at least E-9 level with pay scale Rs. 1,50,000-3,00,000 and above in PSUs, or equivalent rank in Central or State Government.
Preferred Qualification
Experience in Vigilance, HR or Legal matters; first-hand experience conducting departmental enquiries; working as Inquiry Officer for Government departments or PSUs; CVC background preferred.
Required Skills
Departmental inquiry handling, vigilance or HR/legal knowledge, confidentiality, report writing, document handling, procedural discipline, and conflict-of-interest compliance.
