Central Vigilance Commission (CVC) has issued a vacancy circular for Technical Examiner group posts on deputation basis. Who Can Apply?

Technical Examiner

• Service level: You should be a Central Government officer holding Executive Engineer or equivalent post in Level 11 on regular basis.
• Alternate route: Assistant Executive Engineer or equivalent officers in Level 10 can apply if they have 4 years regular service in the grade.
• Qualification: You need a Bachelor's Degree in any branch of Engineering from a recognised university or institute.
• Experience: You should have handled contract execution, field work, material management, public procurement, quality assurance, legal or policy issues linked to procurement, compliance, vigilance or contract management.
• Preferred: Postgraduate engineering qualification, law degree or a specialised technical qualification is preferred. Experience in vigilance or oversight bodies is also preferred.

Assistant Technical Examiner

• Service level: Officers of Assistant Engineer status in Government of India can apply.
• Other governments: Officers holding analogous posts in State Government or Union Territory offices can also apply.
• Qualification area: Engineering or Diploma background in Civil, Mechanical, Electrical or Materials Management is required.

Assistant Technical Examiner (Horticulture)

• Service level: Assistant Engineer (Horticulture) level officers from the engineering department can apply.
• Analogous posts: Officers holding equivalent posts in State Government or Union Territory offices can also apply.

Age Limit

• Maximum age for deputation appointment should not be more than 56 years.
• Age reference date: The age will be counted as on the last date for receipt of applications, which is 21 July 2026 as shown on the official CVC vacancy page.

Salary

• Technical Examiner: Level 11 of the 7th CPC pay matrix, Rs. 67,700 to Rs. 2,08,700 per month.
• Assistant Technical Examiner: Level 7 of the 7th CPC pay matrix, Rs. 44,900 to Rs. 1,42,400 per month.
• Assistant Technical Examiner (Horticulture): Level 7 of the 7th CPC pay matrix, Rs. 44,900 to Rs. 1,42,400 per month.
• In addition to basic pay, the posts carry allowances as admissible under Government of India rules.

Deputation Conditions

The appointment will be made under DoPT deputation rules. The notice says the deputation period, including any immediately preceding ex-cadre deputation in the same or another Central Government organisation, will ordinarily not exceed 3 years.

• Promotion line restriction: Departmental officers in the feeder category who are in the direct line of promotion are not eligible for deputation consideration.
• Reverse restriction: Deputationists are also not eligible for appointment by promotion for these posts.
• Immediate relief: The forwarding authority should certify that the applicant can be relieved immediately if selected.
• Clear record: The employer certificate must cover integrity, vigilance status and penalty details.

Selection Process (Deputation)

CVC will fill these posts through deputation, so the process depends on service records and proper-channel forwarding. The notice does not announce a written exam for these posts.

1. Proper-channel application: Your department must forward the application in the prescribed format.
2. Service record check: CVC will review pay level, regular service, engineering qualification and relevant experience.
3. Document verification: APARs, vigilance clearance, integrity certificate and penalty details must be enclosed.
4. Final deputation decision: Appointment will follow DoPT deputation rules and will ordinarily be for 3 years.

• APARs: Attested copies of ACRs or APARs for the last 5 years.
• Vigilance status: Certificate that no vigilance case is pending or being contemplated.
• Integrity: Integrity certificate from the competent authority.
• Penalty record: Statement of major or minor penalties for the last 10 years, or a certificate that no penalty was imposed.
• Qualification proof: Engineering, diploma, law or specialised technical qualification documents, as applicable to the post.
• Experience proof: Details of contract execution, procurement, quality assurance, vigilance or related technical work.
