BSPHCL Manager (HR) Recruitment 2026: Overview

Bihar State Power (Holding) Company Limited (BSPHCL), a Government of Bihar undertaking under the Department of General Administration, is filling a Manager (HR) post on a contract basis through Job Contract Notice No. 05/2026. This is a post-retirement re-engagement scheme — the company wants a retired officer who already knows its HR systems from the inside, not a fresh outside candidate. The selected person will advise BSPHCL's General Administration wing on service rules, recruitment, promotion, disciplinary proceedings, court matters and reservation policy, and will report directly to the GM (HR & Administration). Only someone who has actually served in BSPHCL's own HR Department (Secretariat Cadre), or one of its subsidiaries, at a senior enough level can apply.

Service Conditions and Caveats

• Eligibility: Open only to retired officers of BSPHCL's own HR Department (Secretariat Cadre) or its subsidiaries — not external candidates.
• Compensation: Paid as last drawn pay minus pension, plus officer-grade TA, vehicle and residence entitlements; no terminal benefits apply.
• Tenure: Initial engagement of 3 years, extendable on satisfactory performance, but capped by the company's standard age limit for such contract engagements.
• Termination: Either side can end the contract with one month's notice.

• Advise the General Administration wing on Human Resource, Establishment and Administration matters
• Examine and assist in adopting government orders as per BSPHCL Service Regulations
• Assist in formulating, reviewing and amending HR policies, service rules and administrative procedures
• Guide recruitment, promotion, seniority, reservation and disciplinary proceedings
• Handle service-related court cases and appeals
• Draft HR proposals, office orders, service regulations and policy documents
• Report directly to the GM (HR & Administration) on all HR matters
