The Government of Arunachal Pradesh is filling 1 Chairperson post and 2 Member posts in the Arunachal Pradesh State Human Rights Commission (APSHRC). These are senior constitutional positions open to former High Court Judges, District Judges and persons with proven expertise in human rights. The last date for receipt of applications is 31 May 2026 by 4:00 PM. The term of office is 3 years or until the age of 70 years, whichever is earlier.

APSHRC Chairperson and Member Recruitment 2026 - 3 Posts

The Home (B) Department, Government of Arunachal Pradesh, through Advertisement No. HMB(B)-02/2026 dated 29 April 2026, has invited applications from eligible Indian citizens to fill 1 (one) Chairperson and 2 (two) Member positions in the State Human Rights Commission constituted under the Protection of Human Rights Act, 1993. One Member position is reserved for a serving or former Judge of a High Court or District Judge, while the other Member position is open to persons with knowledge of and practical experience in human rights matters. Applications must be submitted in the prescribed proforma (Annexure-A) by post to the Principal Secretary (Home), Itanagar.

Who Can Apply?

For Chairperson

• You must be a person who has been a Chief Justice or a Judge of a High Court.

For Member (Judicial)

• You must be, or have been, a Judge of a High Court, OR
• A District Judge in the State with a minimum of seven years' experience as a District Judge.

For Member (Human Rights)

• You must be a person having knowledge of, or practical experience in, matters relating to human rights.

Age Limit

• The Chairperson can hold office until the age of 70 years (or 3-year term, whichever is earlier).
• A Member cannot hold office after attaining the age of 70 years.
• Both Chairperson and Members are eligible for re-appointment.

Salary

• Salaries, allowances and other service conditions are governed by the Arunachal Pradesh State Human Rights Commission (Salaries, Allowances and other Conditions of Service of Chairperson and Members) Rules, 2017.
• Pay is at par with senior judicial/constitutional functionaries of the State (typical apex-level remuneration).

Selection Process

1. Scrutiny of Applications: Incomplete applications or those not in the prescribed proforma will be summarily rejected.
2. Selection by Statutory Committee: Appointment is made by the Governor on the recommendation of the high-level committee constituted under Section 22 of the Protection of Human Rights Act, 1993 (Chief Minister, Speaker, Home Minister, Leader of Opposition).

There is no written examination — selection is based on credentials, judicial/human rights career and statutory committee recommendation.

2. Fill in all columns of the prescribed proforma (no column should be left blank — write "NIL" if not applicable).
3. Attach 2 latest passport-size photographs signed by you, your detailed CV, justification of eligibility, educational qualifications and area of eminence.
4. Place the application in a sealed envelope superscribed "Application for the Post of Chairperson/Member, APSHRC".
5. Send by post to: Principal Secretary (Home), Government of Arunachal Pradesh, AP Civil Secretariat, Block-2, 3rd Floor, Itanagar, PIN-791111.
6. Ensure the application reaches the office by 31 May 2026 at 4:00 PM — the Government will not be responsible for postal or transit delays.

• Inquire into violations of human rights or negligence in the prevention of such violations within Arunachal Pradesh
• Intervene in court proceedings involving allegations of human rights violations with court approval

• Review safeguards provided under the Constitution and existing laws for protection of human rights
• Recommend effective measures for implementation of human rights safeguards to the State Government
• Promote research in the field of human rights and spread awareness through publications, media and seminars
• Encourage NGOs and other institutions working in the field of human rights within the State
