TSU Programme Manager Recruitment 2026: Overview

Tribhuvan Sahkari University (TSU), Anand, is an Institution of National Importance under the Ministry of Cooperation, Government of India. It is hiring a Programme Manager to lead its Professional Development and Capacity-Building Program for PACS Secretaries in Gujarat, which it runs together with the Department of Cooperation, Government of Gujarat. This is a contractual project role, not a regular university post. If you have handled big training or government projects, especially in the cooperative sector, you will be the person in charge of the whole statewide rollout.

The programme is a two-day, practice-focused course planned for about 10,693 secretaries of Primary Agricultural Credit Societies (PACS), with the final list to be confirmed by the state department. The course covers PACS history and governance, the secretary's role, records and member relations, finance and internal controls, business diversification, new services, computerisation, digital services and MIS, and action planning. You will start with a pilot phase and then take the lessons from it into the full state rollout, working with the PMU Executives and trainers hired for the same project.

Service Conditions and Caveats

• Tenure: The engagement is purely contractual for 11 months. The pay is a fixed, all-inclusive consolidated amount, so no separate allowances are added.
• Extra duties: Besides managing the project, TSU may give you training, academic and administrative work linked to the programme.
• Experience counting: Only experience gained after you earned your postgraduate degree is counted.
• Place of work: You can be deployed at any TSU campus or any programme, training or field location across Gujarat, and the deployment may change as the programme needs.
• Shortlisting: TSU may hold a screening test and limit the number of people called for interview. Interviews are normally held in person.
• Serving employees: If you are already in a job, keep a No Objection Certificate and, where it applies, a Vigilance Clearance Certificate ready for the interview or document check.
• No travel allowance: TSU pays no TA/DA for the test, interview or document verification.
• Offer letter: The final terms come in an offer letter; if you do not accept them in the time given, the offer lapses.
• Canvassing: Any canvassing by you or for you leads to disqualification.

• Plan and oversee the end-to-end rollout of the PACS Secretaries capacity-building programme
• Coordinate with TSU, the Gujarat Department of Cooperation, DCCBs, cooperative institutions and resource persons
• Plan and track training calendars, batch schedules, venues and participant mobilisation
• Supervise PMU Executives, trainers and other programme staff to keep delivery consistent
• Oversee monitoring, MIS, documentation, reports and programme records
• Run the pilot phase and build its lessons into the statewide rollout
• Deliver or facilitate training sessions when assigned
