Maharashtra Institution for Transformation (MITRA) Deputy Program Manager Recruitment 2026 - 1 Post

Maharashtra Institution for Transformation (MITRA), Planning Department, Government of Maharashtra, has released a TOR for the Deputy Program Manager and Nodal E&S position under the World Bank-assisted Maharashtra Urban Water Supply, Sanitation and Reuse Program (MUWREP). The post belongs to the Knowledge Management PMU (KM-PMU) and is based at MITRA, Mumbai, with travel and coordination as required across the programme. This is a senior contractual programme management and safeguards role for candidates who have handled externally aided projects, urban infrastructure, safeguards, government advisory work, or multilateral project coordination.

The selected person will support the Deputy Programme Director, KM-PMU in programme coordination, results monitoring, World Bank readiness, and environmental and social safeguards oversight. This role needs strong coordination because the person will work with PMU-1, PTMU, PMU-2, PIUs, consultants, the Urban Development Department, DEA/GoI, World Bank teams, and other stakeholders. The TOR also expects the person to prepare briefs, dashboards, issue notes, meeting records, decision notes, readiness trackers, and safeguards compliance reports for senior review.

Essential Qualification and Experience

  • Qualification: You need a post-graduate degree in Environmental Planning, Urban Planning, Public Policy, Development Studies, Environmental Engineering, Social Sciences, Management, Infrastructure, or a related field.
  • Experience: You need at least 15 years of relevant professional experience in externally aided projects, urban infrastructure, safeguards, programme management, or government advisory work.
  • Experience Relaxation: The minimum experience can be 5 years for candidates who have worked with or for a Multilateral Development Bank, MDB-funded programme, equivalent development-finance institution, Institution of Eminence, Institute of National Importance, or equivalent reputed organisation.
  • Government / PSU Employees: If applicable, you must submit proper permission or NOC at the appropriate stage.

Desirable Background

  • Multilateral Projects: Experience with World Bank, ADB, JICA, or similar multilateral projects is desirable.
  • Sector Knowledge: Experience in urban water supply, sanitation, wastewater reuse, resilience, or municipal infrastructure will help.
  • Coordination Skills: You should be comfortable coordinating with government departments, PMUs, ULBs, consultants, and development partners.
  • Communication: Strong English communication is needed. Working knowledge of Marathi or Hindi will be an advantage.

Salary

  • The approved consolidated salary is Rs. 3,00,000 per month.
  • The salary is inclusive of routine allowances unless MITRA or Government of Maharashtra specifically approves anything else.
  • The engagement is purely contractual and does not create any right to regular appointment in MITRA or the Government of Maharashtra.

Selection Process

The selection will be managed by a committee headed by the Joint CEO, MITRA and approved by the CEO, MITRA. The TOR does not give a fixed written exam pattern or syllabus.

Responsibilities

  • Coordinate environment and social safeguards work within KM-PMU
  • Track World Bank and DEA readiness requirements, covenants, and follow-up items
  • Review safeguards assessments, mitigation plans, stakeholder inputs, and grievance data
  • Prepare programme dashboards, issue notes, meeting records, and decision notes
  • Support results framework monitoring and DLI-style trigger tracking
  • Coordinate with PMUs, PIUs, ULBs, consultants, and development partners
  • Prepare monthly and quarterly status notes for senior MITRA review

Eligibility Criteria

Minimum Qualification

Post-graduate degree in Environmental Planning, Urban Planning, Public Policy, Development Studies, Environmental Engineering, Social Sciences, Management, Infrastructure, or related field

Preferred Qualification

Experience with World Bank, ADB, JICA or other multilateral projects is desirable
