Maharashtra Institution for Transformation (MITRA) Assistant Program Manager Recruitment 2026 - 1 Post

Maharashtra Institution for Transformation (MITRA), Planning Department, Government of Maharashtra, has released a TOR for the Assistant Program Manager and Procurement position under the World Bank-assisted Maharashtra Urban Water Supply, Sanitation and Reuse Program (MUWREP). The post is part of the Knowledge Management PMU (KM-PMU) and is based at MITRA, Mumbai, with travel and coordination as required for the programme. This is a contractual programme support and procurement coordination role for candidates who have handled public procurement, project management, contract administration, or externally aided projects.

The selected person will support KM-PMU and help PMUs and PIUs follow World Bank procurement requirements. The role involves procurement plans, trackers, approvals, bid process tracking, compliance reporting, contract milestone records, meeting notes, dashboards, and mission preparation material. The expected outputs include monthly procurement trackers, procurement readiness notes, updated document repositories, and action-taken reports for PMUs and PIUs. This is a strong fit if you can work with spreadsheets, documentation, procurement timelines, consultants, and government implementation teams.

Essential Qualification and Experience

  • Qualification: You need a graduate degree in Engineering, Management, Commerce, Law, Public Policy, Economics, Urban Planning, or a related field.
  • Preferred Qualification: A post-graduate qualification is desirable for this role.
  • Experience: You need at least 5 years of relevant experience in procurement, project management, contract administration, public procurement, or externally aided projects.
  • Experience Relaxation: MITRA may waive the minimum experience condition for candidates with experience in a Multilateral Development Bank (MDB), MDB-funded programme, development-finance institution, Institution of Eminence, Institute of National Importance, or another reputed organisation.

Desirable Background

  • World Bank Procurement: Exposure to World Bank procurement regulations or procurement in externally aided projects is desirable.
  • Government Procurement: Experience in government or ULB procurement, infrastructure procurement, consultancy procurement, or e-procurement platforms will help.
  • Documentation Skills: Strong documentation, spreadsheet, coordination, and follow-up skills are important for this role.
  • Communication: Strong English communication is needed. Working knowledge of Marathi or Hindi will be an advantage.

Salary

  • The approved consolidated salary is Rs. 1,25,000 per month.
  • The salary is inclusive of routine allowances unless MITRA or Government of Maharashtra specifically approves anything else.
  • The engagement is purely contractual and does not create any right to regular appointment in MITRA or the Government of Maharashtra.

Selection Process

The selection will be handled by a committee headed by the Joint CEO, MITRA and approved by the CEO, MITRA. The TOR does not provide a fixed written exam pattern.
