Bharat Heavy Electricals Limited (BHEL) is recruiting a Director (Operations, Research & Development) through the Public Enterprises Selection Board (PESB). This is a board appointment reporting to the Chairman and Managing Director, with responsibility spanning company operations, research and development, and procurement. BHEL’s business covers Power, Industry and International Operations, with manufacturing plants, service centres, regional offices and project sites across India.

Service Conditions and Caveats

• Appointment term: You can serve for five years from joining, until superannuation or until further orders, whichever comes first. The term therefore depends on the conditions that apply when you join.
• Immediate absorption: Central Government officers, including Armed Forces and All India Services officers, and officers from public sector banks, financial institutions and autonomous bodies can be considered only on an immediate-absorption basis.
• Joining commitment: You must give an undertaking that you will join if selected. PESB rejects applications that do not carry this commitment.
• Withdrawal after interview: If you later decline to join, the notice provides for a two-year bar on consideration for board posts. The starting point depends on whether you withdraw after the interview or after the appointment offer.
• CPSE applicants: For applicants already working in a Central Public Sector Enterprise, the withdrawal bar applies to board posts in other CPSEs. The notice makes no provision for relaxing these withdrawal conditions.
• Vigilance clearance: Forwarding authorities should send only applications that are clear from the vigilance angle. The authority’s role is separate from your own submission.
• Company context: BHEL serves sectors including power, transmission, rail transport, defence and industrial manufacturing. Its registered and corporate office is in New Delhi, while its operating network extends across the country.

Application Submission Notes

The notice directs you to the PESB online system, where registration for nodal officers and competent authorities is also available. Your application must follow the forwarding route for your current employer; private-company applicants send theirs directly to PESB.

For other applicants, the nodal officer or competent authority must forward the application online. Government officers use their cadre-controlling authority, while public-sector applicants follow the ministry, department or enterprise route specified for their position.

Physical and email applications are not accepted. An incomplete form or an application that misses the applicable online deadline is also rejected, so your own submission and your authority’s forwarding both matter.
