Telecom Regulatory Authority of India (TRAI) is engaging Civil and Electrical Engineering Consultants at its headquarters in New Delhi for the General Administration Section. TRAI is the statutory regulator for telecommunications and also handles regulatory functions connected with broadcasting and cable services. These contractual assignments are designed for experienced retired public-sector engineers who can bring practical knowledge of building services, procurement and contract oversight into the regulator's day-to-day administration.

Posts and Disciplines

• Consultant—Civil Engineer: This role focuses on office-building upkeep, civil works, tender estimates, procurement records and coordination with NBCC (India) Limited. It suits a retired civil engineer who has handled public buildings, contractor bills and maintenance programmes.
• Consultant—Electrical Engineer: This role covers electrical layouts, power distribution, earthing, backup power, building services and technical supervision. It is aimed at a retired electrical engineer who understands large-building systems and can coordinate vendors, contractors and in-house technical staff.

Post-wise Duties

Consultant—Civil Engineer

You will work with NBCC and maintenance contractors on internal and external building works, respond to repair requests from TRAI sections, and turn those needs into estimates, budgets and clear scopes of work. The assignment also involves preparing tender documents and bills of quantities, checking bids, monitoring contracts and keeping spending under control.

You will review running and final bills, coordinate approvals, examine technical proposals and maintain the records needed for audits. You may also help examine incidents involving office infrastructure and prepare factual reports for administrative review.

Consultant—Electrical Engineer

You will plan and check electrical layouts and building systems, including lighting, distribution panels, earthing, UPS units and generator sets. Your work will cover estimates, rate analysis, technical specifications and scrutiny of bids before electrical work begins.

During execution, you will monitor quality, safety and progress, inspect materials, check compliance with standards and coordinate contractors and technical staff. You will also oversee operation and maintenance, keep drawings and asset registers current, and support contract administration and bill processing.

Service Conditions and Caveats

• Contract term: The initial engagement is for one year and may be extended when TRAI still needs the role and the consultant's performance is satisfactory.
• Health and capacity: You must be in good health and able to carry out the official duties effectively when the engagement starts.
• Governing terms: The appointment follows TRAI's guidelines for retired government servants, including the applicable method for fixing monthly pay and transport allowance.
• Selection discretion: TRAI may cancel the selection or appointment process without giving a reason.
