Rail Vikas Nigam Limited (RVNL), a Navratna public sector undertaking under the Ministry of Railways, has released a notification for 1 Finance & Accounts post at Secunderabad, to be filled at the level of Addl. General Manager, Joint General Manager, or Sr. Deputy General Manager depending on the eligible candidate's current grade. This is a deputation-based recruitment from the IRAS (Indian Railway Accounts Service) cadre or an equivalent Finance & Accounts grade — it is not open to fresh graduates. The appointment is for five years, subject to government approval for exemption from the rule of immediate absorption. RVNL wants officers who can manage finance and accounts for its infrastructure projects in the Secunderabad region. Who Can Apply?

For Addl. General Manager (Level 13-A / IDA E-7, Rs. 1,00,000-2,60,000):

• Officers holding substantively a post in an analogous grade (CDA/IDA), OR a post in Level-13 (CDA) with 12-14 years' service in Group 'A', OR a post in IDA E-6 grade (Rs. 90,000-2,40,000) held for four years.

For Joint General Manager (Level-13 / IDA E-6, Rs. 90,000-2,40,000):

• Officers holding substantively a post in an analogous grade (CDA/IDA), OR a post in Level-12 (CDA) with 8-12 years' service in Group 'A', OR a post carrying IDA grade E-5 (Rs. 80,000-2,20,000) held for four years.

For Sr. Deputy General Manager (Level-12 / IDA E-5, Rs. 80,000-2,20,000):

• Officers holding substantively a post in an analogous grade (CDA/IDA), OR a post in Senior Scale (Level-11), OR a post in Group 'B' (Level-10) with 10 years of Group B Gazetted service, OR a post carrying IDA grade E-4 (Rs. 70,000-2,00,000) held for four years.

Across all three grades, preference is given to officers with experience working in CPSEs or government organizations engaged in executing infrastructure projects. A few extra conditions also apply from the application proforma: you should not be currently debarred from deputation, and if you are returning from an earlier deputation, you must have completed the cooling-off period before applying. The proforma also asks for details of your educational qualifications, your awards and any punishments during your career, and your previous deputation or foreign assignment history — keep these details and your last 5 years' APAR (Annual Performance Assessment Report) ratings ready, since RVNL uses this history to shortlist eligible officers and decide which of the three grades you qualify for.

Age Limit

• You should be below 56 years of age as on the closing date of the vacancy notice, i.e. 18 August 2026.

Salary

• Addl. General Manager: Pay Level 13-A (Rs. 1,31,100-2,16,600) / IDA Grade E-7 (Rs. 1,00,000-2,60,000).
• Joint General Manager: Pay Level 13 (Rs. 1,23,100-2,15,900) / IDA Grade E-6 (Rs. 90,000-2,40,000).
• Sr. Deputy General Manager: Pay Level 12 (Rs. 78,800-2,09,200) / IDA Grade E-5 (Rs. 80,000-2,20,000).
• Since this is a deputation post, you will continue to draw your parent pay plus deputation allowance, rather than a fresh RVNL pay package.
• Allowances such as DA and HRA will continue to follow your parent department's applicable rules while you are on deputation, in addition to the deputation allowance RVNL pays.

Selection Process

Selection for this deputation post is handled differently from a direct-recruitment written exam:

1. Application Screening: Your controlling officer or zonal railway forwards your filled proforma to RVNL, along with your Vigilance/DAR clearance certificate and APAR gradings for the last 5 years.
2. Eligibility Verification: RVNL checks which of the three grades (AGM/JGM/Sr. DGM) you qualify for, based on your current grade, service, and experience.
3. Final Appointment: The eligible officer is appointed at the appropriate grade on deputation for a period of five years, subject to government approval.
