MbPA Deputy Chief Engineer (Civil) Recruitment 2026: Overview

Mumbai Port Authority (MbPA), which works under the Ministry of Ports, Shipping and Waterways, is filling Deputy Chief Engineer (Civil) posts in its Civil Engineering Department by absorption through the composite method. This is a Class-I selection post, and the General Administration Department at Port House, Ballard Estate has sent the notice to the chairpersons of every Major Port Authority in the country.

The opening is not an open-market recruitment. Only officers already serving in a Major Port Authority — other than Kamarajar Port Limited — can be considered, and the scrutiny looks at your service record rather than at an entrance test. Some of the posts fell vacant earlier in 2026 and another one becomes vacant at the end of the year, so MbPA is running one selection for the whole set. If you are a Superintending Engineer or hold an analogous post in the Civil Engineering discipline of a Major Port, this notice is written for you.

Service Conditions and Caveats

• Who is eligible: only serving officers of Major Port Authorities, other than Kamarajar Port Limited, holding an analogous post or the Superintending Engineer grade in the Civil Engineering discipline.
• Method of appointment: absorption through the composite method. The recruitment rules open the deputation route from other Government organisations, and direct recruitment after that, only if absorption does not produce a suitable officer.
• Service-record standard: selection is by merit and your overall grading in the APARs must not fall below "Very Good".
• When eligibility is judged: for the posts that fell vacant earlier this year it is checked as on the closing date for online applications; for the post that falls vacant later, it is checked on the day the vacancy arises.
• Proper channel is compulsory: an advance copy you send yourself counts only if your Port forwards the same application through proper channel within fifteen days of the closing date.
• Complete files only: Ports must send every enclosure at one time — piecemeal or part forwarding is not considered — and incomplete or late applications are set aside.
• Withdrawal penalty: an officer who withdraws after being selected by the Services Selection Committee can be debarred for two years from selection to Deputy HOD level posts in all Major Port Authorities.

Application Submission Notes

You apply on the Ministry of Ports, Shipping and Waterways' Online Application Portal (OAP) at onlinevacancy.shipmin.nic.in. An application sent by any other means is not accepted.

After the online submission you print the form and give it to your own Port Authority, which forwards it to MbPA. The envelope must be super-scribed "Application for the post of Deputy Chief Engineer (Civil) in Mumbai Port Authority" and addressed to the General Administration Department, Port House, 2nd floor, S.V. Marg, Ballard Estate, Mumbai 400001. Your Port has until 4 November 2026 to send it, and anything reaching MbPA after that is not considered.

Give your administrative Port enough time to attach the certified APAR copies, the vigilance report and the administrative clearance it has to sign. Keep the OAP printout and the forwarding reference with you, because MbPA writes to your Port and not to you if something in the file needs clarification.
