Southern Railway Scouts and Guides Recruitment 2026: Overview

Southern Railway, through its Railway Recruitment Cell (RRC) at Chennai, is filling Level-1 and Level-2 posts against the Scouts and Guides quota for the year 2026-27 under employment notice No. RRC-01/S&G/2026-27. The seats sit partly with the Southern Railway divisions and partly with the Integral Coach Factory (ICF) at Chennai — this is a quota drive, so it is open only to Indian citizens who are active members of the Bharat Scouts and Guides and hold a President's Scout, Guide, Rover or Ranger award, or the Himalayan Wood Badge. What makes this recruitment unusual is that your scouting record is scored alongside the written paper, so the certificates you have collected over the years carry real weight in the final list.

Posts and Disciplines

• Level-2, Southern Railway: posts in the Level-2 grade of the 7th CPC pay matrix. The exact category of the post and the place of posting are settled by the Southern Railway administration at the time appointment is offered, not when you apply.
• Level-1, Southern Railway: posts shared out evenly between the Chennai, Tiruchchirappalli, Madurai, Palakkad, Thiruvananthapuram and Salem divisions, so you could end up anywhere across the Tamil Nadu and Kerala stretch of the zone.
• Level-2, Integral Coach Factory: a production-unit post at ICF, Chennai, the coach-building workshop of Indian Railways.
• Level-1, Integral Coach Factory: posts at ICF, Chennai in the same production unit.

No post under this quota is reserved for any community — the seats are open to everyone regardless of community. Candidates from the SC, ST and OBC communities who apply against the Scouts and Guides quota still get the age relaxation that is admissible in a general open-market railway recruitment, and you may apply for both levels if you satisfy the conditions for each.

Service Conditions and Caveats

• Typing skill after you join: if the administration appoints you as Clerk-cum-Typist, you have to reach 30 words per minute in English or 25 words per minute in Hindi within two years of joining. Until then the appointment stays provisional, and if you do not pick up the skill inside that window your service is ended without extra time being given.
• Provisional award holders: candidates holding a provisional President's Scout, Guide, Rover, Ranger or Himalayan Wood Badge certificate are allowed to take part in the selection provisionally, going by the Railway Board's letter of April 2024; empanelment and appointment then follow the Board's own procedure.
• Medical standard: you have to clear the medical classification of Bee Two and above for whichever post Southern Railway or the ICF administration identifies for you.
• Travel and stay: only SC and ST candidates get a free second-class pass from their nearest station to the exam, document verification or medical centre. Everyone else travels and stays at their own cost, no reimbursement is made on any account, and RRC arranges no accommodation — come prepared to stay a few days if needed.
• The administration can alter the process: Southern Railway has reserved the right to change the stages, hold a re-examination, or cancel part or the whole of the recruitment at any stage without giving a reason, and its decision on every matter is final.
• No agents: Southern Railway has appointed no agents and no training agencies, and every selection under this notice is purely merit based — treat any promise of a job through influence as a fraud.

Application Submission Notes

You apply online only, through the link carried on the RRC Chennai website. If you want both Level-2 and Level-1, fill a separate form for each level and pay the examination fee separately for each — one form will not cover both.

Upload a colour photograph of yourself in Scout or Guide uniform with a clear front view and no cap, goggles or coloured glasses, plus a scanned signature in running hand rather than block or capital letters. Your scouting record goes in as the Certificate of Activeness in Annexure 'A' together with the list of events you attended in Annexure 'B'; both proformas, and the formats for fee exemption and disability claims, are on the RRC Chennai website. An application without the uniform photograph, without a scanned signature, or signed in capitals is summarily rejected.

Create an e-mail ID before you start if you do not have one, and keep both the e-mail ID and mobile number you enter active until the recruitment finishes. RRC will not take responsibility for anything you miss if you change either of them mid-process, and requests to alter them are not entertained. Certificates in a language other than English or Hindi need an attested translation attached.
