PCA Delhi Chairperson Recruitment 2026: Overview

The Police Complaints Authority, Government of National Capital Territory of Delhi (PCA Delhi) has a Chairperson opening. The High Court of Delhi has issued the circular for this appointment to the authority that handles complaints concerning Delhi Police.

The attached government notification explains the authority's constitution and operating framework. This is a whole-time, fixed-term appointment with restrictions on outside paid work, so you should consider those service conditions before applying.

Service Conditions and Caveats

  • Term of office: The Chairperson serves for 3 years. The Lieutenant-Governor of the National Capital Territory of Delhi is the appointing authority.
  • Whole-time service: You cannot take up other paid activities while serving as Chairperson. The attached notification also treats outside paid employment during the term as a possible ground for removal.
  • Removal safeguards: The Lieutenant-Governor can remove the office-holder for proven misconduct, persistent neglect of duties or circumstances affecting suitability. The notification requires an opportunity to be heard before removal.
  • Composition: The Chairperson heads the authority alongside members drawn from civil society, public administration and policing. The attached framework describes those membership categories as part of the authority's wider structure.
  • Representation: The framework normally requires a woman among the members. If a woman holds the Chairperson's office, a separate woman member is not mandatory under that provision.
  • Complaint scope: The authority deals with serious police misconduct, including custodial abuse, unlawful detention, extortion and serious misuse of authority. It can act on complaints or take up matters on its own.
  • Complaint limits: Anonymous complaints and complaints made under false names are excluded. Matters already before a court, the National Human Rights Commission or another statutory body may also be excluded.
  • Referrals: The Lieutenant-Governor, Chief Secretary or Principal Secretary responsible for Home can refer other complaints to the authority under the attached framework.
  • Opportunity to respond: Delhi Police must have a chance to present its position and additional facts before an inquiry report is finalised. New information that materially affects a case can lead to reconsideration of findings.
  • Recommendations: The authority sends its findings to the Chief Secretary. Its recommendations are ordinarily binding, although the government may disagree after recording its reasons in writing.
