TRAI is hiring Joint Advisor at its Regional Office in Kolkata on deputation on foreign service terms. If you are a serving officer of the Central/State Government, PSU, statutory or autonomous body holding an analogous post or carrying Level-12 experience, you can apply. TRAI Joint Advisor (Regional Office Kolkata) Recruitment 2026

Telecom Regulatory Authority of India (TRAI) - the statutory body set up under the TRAI Act, 1997 to regulate telecom and broadcasting services - has released circular No. 1-05/2026-HR dated 14 May 2026 for filling up the post of Joint Advisor at its Regional Office in Kolkata. The post is on deputation initially for three years and is open only to serving government officers. If an officer joins TRAI and later seeks premature repatriation, TRAI may debar them for 3 years from applying to TRAI vacancies.

Who Can Apply?

You must be a serving officer of the Central Government, State Government, Union Territory Administration, autonomous body, statutory organisation, PSU, recognised university, or recognised research institution AND meet one of the service conditions below.

Service Conditions (any one):

• Holding an analogous post on regular basis in the parent cadre or department, OR
• 4 years of service rendered after regular appointment in Level-12 (Rs. 78,800 - Rs. 2,09,200) or equivalent in the parent cadre or department, OR
• 12 years of regular service in Group 'A' or equivalent AND having held a Level-11 post on regular basis for at least 6 years

Educational Qualifications (any one):

• Bachelor's degree in Electronics Engineering / Telecommunications Engineering / Electrical Engineering / Electrical and Electronics Engineering / Information Technology / Computer Science Engineering recognized by AICTE, OR
• Master's or Bachelor's degree in Business Administration, Economics, Commerce, Engineering, Law, Science or Humanities from a UGC-recognised university or institute, OR
• Membership of the Institute of Chartered Accountants of India (ICAI) or the Institute of Cost and Management Accountants of India (ICMAI)

Age Limit

• Maximum age: 56 years on the last date of submission of applications in TRAI
• This is a strict ceiling for deputation appointments and cannot be relaxed

Salary

• Pay Level: Level-13 in the Pay Matrix as per 7th CPC
• Pay range: Rs. 1,23,100 to Rs. 2,15,900 per month
• Plus DA, HRA and other allowances as per Central Government rules
• Appointment governed by DoP&T OM No. 6/8/2009-Estt. (Pay II) dated 17 June 2010 on deputation/foreign service terms

Selection Process

Selection is based on screening of applications and recommendation by the Authority. There is no written exam for this deputation post.

1. Screening of Applications: TRAI will shortlist eligible officers based on qualification, experience and service record
2. Cadre Clearance & Vigilance Clearance: Parent department must forward ACRs/APARs for the last 5 years along with vigilance and disciplinary clearance
3. Final Selection by the Authority: Suitable candidates are placed at TRAI's Regional Office Kolkata

Tenure: Initial deputation for 3 years. If an officer joins and seeks premature repatriation, TRAI may debar them from applying to TRAI vacancies for 3 years.

• Support TRAI's regulatory work for telecom and broadcasting services in the Eastern region from the Kolkata office
• Monitor service quality, tariff compliance and consumer protection issues for telecom operators in the region
• Collect and analyse market data, complaints and stakeholder feedback from the Eastern zone
• Prepare reports, consultation inputs and field observations for HQ New Delhi
• Coordinate with State Governments and field units of service providers on regulatory matters
• Represent TRAI Regional Office in meetings, consultations and outreach programmes
• Supervise research and analytical work carried out by junior officers in the regional office
