Odisha Staff Selection Commission (OSSC) has released Advertisement No. IIE-48/2025/980 dated 19 March 2026 for the Combined Recruitment Examination of posts having Physical Measurement & Physical Efficiency Test-2025. These 7 Group-B posts are under the Directorate of Fire & Emergency Services, Home Guards and Civil Defence, Cuttack. This is a State Cadre post and selected candidates may be posted anywhere in Odisha. The recruitment includes both Civil Defence Instructor and Senior Store Inspector positions under a single advertisement.

Who Can Apply?
- Qualification: You need a Bachelor's Degree in any discipline from a recognised university along with basic knowledge in Computer Skill.
- Odia Language: You must be able to read, write and speak Odia fluently. You should have passed Middle School Examination with Odia as a language subject, or passed HSC with Odia as medium of examination, or passed Class VII or above with Odia as a language subject from a recognised institution.
- Domicile: This recruitment is open to residents of Odisha only.
- Citizenship: You must be a citizen of India.
- Physical Fitness: You must be of sound health, good physique and free from organic defects or bodily infirmity.
- Transgender: Candidates belonging to the Transgender community are also eligible to apply.
Age Limit
- You should be between 21 and 32 years old as on 01 January 2025.
- You must not have been born earlier than 02 January 1993 and not later than 01 January 2004.
- Age Relaxation: Upper age limit relaxed by 5 years for SEBC, SC, ST and all Women candidates.
- Ex-Servicemen: Relaxation equal to the total period of service rendered in defence service.
- PwD: Persons with Disabilities are not eligible for this post.
Salary
- Selected candidates will get a basic pay of Rs. 35,400 per month at Level-9, Cell-01 of the Odisha Revised Scales of Pay (ORSP) Rules, 2017.
- You will also get DA, HRA, and other allowances as per Odisha State Government rules.
- Appointments will be on a regular basis.

Physical Measurement (Qualifying Only)
For Male Candidates (UR & SEBC):
- Height: 168 cm
- Weight: 55 kg

For Female Candidates (UR & SEBC):
- Height: 155 cm
- Weight: 47.5 kg

For Female Candidates (SC/ST):

Physical Efficiency Test (Qualifying Only)
For Men (All Categories):
- Running: 1.6 km in 8 minutes
- Long Jump: 3.66 metres in three attempts
For Women (All Categories):
- Running: 1.6 km in 10 minutes
- Long Jump: 2.77 metres in three attempts

- The fee will be refunded to candidates who actually appear in the first stage of the exam.
Selection Process
The selection will be done in 3 stages:
- Written Examination (Stage-I): 150 MCQ questions for 150 marks. You will get 180 minutes (3 hours) to complete it. The exam will be OMR-based or Computer Based (CBRE). Questions will cover General English, Odia Language, and General Studies. There is negative marking of 0.25 marks for each wrong answer when there are 4 options, and 0.33 when there are 3 options. The exam will be available in both Odia and English.
- Physical Measurement & Physical Efficiency Test (Stage-II): Candidates who clear the written exam will be called for PM & PET. You must qualify the physical measurement standards first, then clear the physical efficiency tests. Both are qualifying in nature. About 10 times the number of vacancies will be called per category.
- Certificate Verification (Stage-III): Candidates qualifying both PM & PET will be called for document verification. You will need to produce original certificates, mark sheets, caste certificate, and other documents.

Responsibilities
- Conduct civil defence training programmes for civilians and government personnel
- Prepare and implement emergency response plans for natural and man-made disasters
- Monitor and maintain civil defence equipment, stores, and inventory records
- Assist in coordinating rescue and relief operations during emergencies
- Train volunteers in first aid, fire fighting, and evacuation procedures
- Manage civil defence shelters and ensure their readiness at all times
- Prepare reports and maintain documentation related to civil defence activities
