Maharashtra Institution for Transformation (MITRA) Social Development and Gender Specialist Recruitment 2026 - 1 Post
Maharashtra Institution for Transformation (MITRA), under the Planning Department, Government of Maharashtra, has released a Terms of Reference for a contractual Social Development and Gender Specialist under the Knowledge Management PMU of MUWREP. The role is based at MITRA, Mumbai, with travel and coordination work as needed for the programme. This is a senior specialist role with a Rs. 3,00,000 monthly consolidated salary, meant for experienced professionals in social development, gender inclusion, stakeholder engagement, grievance redressal, and safeguards.
Who Can Apply?
Educational Qualification
- Qualification: You need a post-graduate degree in Social Work, Sociology, Gender Studies, Development Studies, Public Policy, Urban Planning, Rural Development, Urban Development, or a related field.
- Experience: You should normally have 15 years of relevant experience in social development, gender inclusion, community participation, stakeholder engagement, grievance redressal, or safeguards.
- Experience Relaxation: The experience requirement can be 5 years for candidates with MDB or MDB-funded programme experience, graduates or postgraduates from Institutions of Eminence or Institutes of National Importance, equivalent reputed institutions, or exceptional domain ability.
Preferred Experience and Skills
- Safeguards Experience: Experience with World Bank, ADB, or JICA social safeguards, stakeholder engagement plans, gender action plans, or citizen engagement systems will help.
- Sector Exposure: Work in water, sanitation, health, urban development, or local government programmes is preferred.
- Communication: Strong English writing and speaking skills are needed. Working knowledge of Marathi or Hindi will be an advantage.
- Work Style: You should be comfortable with government coordination, field follow-up, documentation, analytical writing, and deadline-based work.
Work Focus and Deliverables
The selected specialist will support KM-PMU on social development, gender inclusion, stakeholder engagement, citizen feedback, and social performance across MUWREP. This means the role is not only a desk job. You may need to coordinate with implementation teams, review field-level inputs, and turn social data into clear policy notes and dashboard inputs.
- Social monitoring: Review stakeholder engagement, inclusion, grievance, and citizen feedback data received from PMUs, PIUs, consultants, and implementation entities.
- Gender and inclusion: Support the design and monitoring of gender inclusion, citizen engagement, and social accountability indicators.
- Risk notes: Prepare briefs on social risks, mitigation steps, inclusion strategies, and useful practices for urban water and sanitation work.
- Evaluation support: Contribute to mid-term reviews, end-programme evaluation, and third-party impact assessment material.
- Reporting: Prepare monthly social development and gender status notes, policy notes, dashboard inputs, and mission support material.
The role reports to the Deputy Programme Director / Joint CEO MITRA or any officer designated by the CEO, MITRA. You may coordinate with PMU-1, PTMU, PMU-2, PIUs, Urban Development Department, DEA/GoI, World Bank teams, consultants, and other stakeholders as directed.
Salary
- Selected candidate will get a consolidated salary of Rs. 3,00,000 per month.
- The notification says this amount is inclusive of routine allowances unless MITRA or Government of Maharashtra separately approves anything else.
- The engagement will continue only as per performance, programme requirement, funds availability, and approval of the competent authority.
Contract Terms
This is a purely contractual engagement for work under MITRA / Government of Maharashtra and MUWREP. It does not give any right to a regular appointment in MITRA or the Government of Maharashtra.
- Continuation: The contract can continue only if performance, programme need, funds, and approval are available.
- Document Check: Original certificates will be verified before final engagement.
- Decision: The competent authority's decision will be final in the selection process.
- Process Change: MITRA may modify, cancel, or withdraw the advertisement or selection process if required.
- Conduct: Canvassing in any form can lead to disqualification.
Selection Process
The selection will be handled by a committee headed by the Joint CEO, MITRA and approved by the CEO, MITRA.
