MBDA Senior Consultant MPOWER Recruitment 2026: Overview

The Office of the Development Commissioner, Government of Meghalaya, working through the Meghalaya Basin Management Agency (MBMA), is hiring a Senior Consultant for the World Bank-supported MPOWER project — the Meghalaya Multisectoral Project for Adolescent Wellbeing, Empowerment and Resilience. MPOWER runs across three components: Learning Mission and Life Skills in Schools, Community Interventions for out-of-school adolescents, and State Capability and Programme Management, aimed at improving human-capital outcomes for adolescents aged 9-19 across the state. The Consultant will lead strategy, coordination and documentation work for the Government Innovation Lab (GIL), managing the GIL and MPOWER facilitator teams across departments. The assignment spans four themes — strengthening community institutions, mobilising private investment and additional resources, driving convergence across state departments, and providing strategic and data-systems support for MPOWER's implementation. GIL also works with district and block administrations, community institutions, and public and private partners to translate MPOWER's vision into stronger delivery systems on the ground. The role is based in Shillong with regular travel to government offices and field visits across Meghalaya, and the Consultant reports directly to the Development Commissioner. Candidates with a Master's degree and strong development-sector experience can apply.

Service Conditions and Caveats

• Contract duration: engaged initially for one year, with a minimum deployment of 20 working days a month; continuation depends on satisfactory performance as assessed by the Development Commissioner.
• Termination: either side can end the contract with 45 days' written notice, without assigning any reason.
• Nature of engagement: purely contractual — MBMA carries no obligation for the Consultant's employment after the contract ends.
• Work basis: full-time from the Development Commissioner's office in Shillong; the Consultant cannot assign, delegate or subcontract any part of the assignment without MBMA's written approval.
• Facilities: MBMA provides a dedicated office workstation; the Consultant must arrange their own laptop and computing devices.
• Reporting: performance is reviewed periodically based on deliverable quality, timeliness and overall contribution — not on a fixed test score.
