The Office of District Panchayat Bijapur, Chhattisgarh has invited applications from eligible candidates for contractual appointment at the development block level under the Chhattisgarh State Rural Livelihoods Mission (CGSRLM). This recruitment covers two distinct roles: one Block Project Manager position and one Regional Coordinator position. Selection is based on merit and skill test with no written examination. Who Can Apply?

For Block Project Manager (Rs. 39,875/month):

• Education: You must have a Post-Graduate degree or a 2-year Diploma from a recognized university or institution.
• Experience: You need at least 2 years of experience after your PG degree at the block or cluster level in a management or coordination role. This experience must be in a Central or State Government body, local body, or a Government-aided organization listed on the NITI Aayog website, working in rural development, poverty alleviation, or livelihoods.

For Regional Coordinator (Rs. 26,490/month):

• Education: You must have a Graduate degree from a recognized university, plus a 1-year Computer Diploma or Certificate from a recognized institution.
• Experience: You need at least 1 year of experience after your graduation at the block or cluster level in a management or coordination role in a similar organization working in rural development, poverty alleviation, or livelihoods.

General Eligibility:

• Domicile: You must be a native resident of Chhattisgarh. A domicile certificate issued by a competent authority is mandatory.
• Employment Registration: You must have a live employment registration with the Employment Exchange.
• Applicants with more than 2 children born after 26 January 2001 are not eligible.
• Applicants who are already working in government or semi-government organizations must apply through proper channel with a No Objection Certificate.

Age Limit

• Minimum Age: 21 years
• Maximum Age: 35 years
• Age calculated as on: 01 January 2026
• Age relaxation is applicable as per Chhattisgarh Government rules for SC/ST/OBC and other reserved categories.

Salary

• Block Project Manager: Rs. 39,875 per month (consolidated, lump-sum)

• These are contractual positions. No pension, gratuity, death benefit, or other government benefits are applicable.

Selection Process

There is no written examination for these posts. The selection will be done purely on the basis of merit scoring and a skill test.

1. Merit-Based Shortlisting (out of 100 marks): Your academic percentages in Post-Graduation, Graduation, 12th, and 10th are converted into weighted scores. Work experience in rural development and CGSRLM experience earn additional marks.
2. Skill Test: Shortlisted candidates based on merit will be called for a skill test. Your skill test score is added to your merit score to prepare the final selection list.
3. Document Verification: Selected candidates must present all original documents for verification before appointment.

• Post-Graduation percentage: 35 marks (weightage on percentage obtained out of 100)
• Graduation percentage: 20 marks

• Coordinate and manage all block-level activities under the National Rural Livelihoods Mission (NRLM/CGSRLM) to promote sustainable livelihoods for rural communities.
• Facilitate the formation, training, and capacity-building of Self-Help Groups (SHGs), Village Organizations (VOs), and Cluster Level Federations (CLFs) in assigned blocks.
• Prepare and submit monthly, quarterly, and annual progress reports on mission targets, fund utilization, and outcomes to the District Mission Management Unit.
• Monitor implementation of livelihood promotion schemes, skill development programs, and poverty alleviation activities at the grassroots level.
• Assist in mobilizing rural households, especially women from disadvantaged communities, for participation in self-employment and income-generating activities.
• Work with district-level departments, banks, and NGOs to ensure convergence of government schemes and financial linkages for SHG members.
• Maintain accurate records and MIS data of all beneficiaries, SHGs, and program activities in the block.
