Chennai Port Authority (ChPA) is filling its Chief Engineer, Head of Department position in the Civil Engineering Department at Chennai. The current circular uses absorption through the composite recruitment method for officers of Major Port Authorities. It concerns an expected opening at the head of the department, with the attached recruitment rules explaining the appointment framework.

Service Conditions and Caveats

• Appointment route: The circular seeks absorption applications from Major Port Authority officers. The attached rules also describe fallback recruitment methods, but the present invitation specifically addresses the absorption route.
• Ministry conditions: The appointment follows the Ministry of Ports, Shipping and Waterways guidelines. Changes issued by the Ministry from time to time will also apply to the appointment.
• Withdrawal after selection: If you withdraw after selection by the Service Selection Committee, you can be barred from future Head of Department selections in all Major Port Authorities for two years. The required undertaking therefore has a practical consequence beyond this recruitment.
• Proper-channel receipt: Sending an advance copy does not remove the need for an application forwarded by your administrative Port. The Ministry can decline to consider your candidature if that forwarding does not reach the recruiting Port within the prescribed period.
• Administrative delays: Your Port can forward an application with competent-authority approval while some clearances are still being processed. It must send the remaining material promptly so that the Selection Committee can consider the candidature.
• Completeness: The Port will not consider late applications, incomplete applications, or applications that do not follow the prescribed procedure. Coordinate with your administrative Port because forwarding is part of the submission requirement.

Application Submission Notes

The notice requires the Ministry's Online Application Portal (OAP) application, followed by a printout submitted to your administrative Port for onward forwarding. A paper form on its own does not replace the OAP submission.

Your Port should forward the application to Chennai Port Authority, No. 1, Rajaji Salai, Chennai 600001, with the envelope marked Application for the post of Chief Engineer, Chennai Port Authority.

Where last-minute forwarding could prevent timely receipt, the Ministry's advisory allows the administrative Port to email its forwarding letter and the OAP printout. The Port must subsequently send the complete application by registered post.

Forwarding remains an employer action: discuss the submission arrangements with your Port so the required approval and onward transmission are completed within the notice's timetable.
