CHL Jangaon Multi Post Recruitment 2026: Overview
The Office of the Collector and District Magistrate, Jangaon is rebuilding the team at the Child Helpline (CHL) 1098 through a fresh open recruitment. The helpline is part of the District Child Protection Unit under Mission Vatsalya, and staff will join through an outsourcing agency. Round-the-clock support for children is the focus of this recruitment.
Posts and Disciplines
- Project Coordinator: the helpline’s unit-management role, linking staff, case follow-up and other departments.
- Counsellor: the child-support role covering crisis counselling, referrals and support for families.
- Child Helpline Supervisor: the shift-supervision role connecting incoming calls with intervention and follow-up.
- Case Worker: a support role within the district’s child-protection helpline team.
Post-wise Duties
Project Coordinator
You will oversee helpline operations, including rosters, case follow-up and coordination with the Police, health services and Child Welfare Committee. The role’s stated work areas also include reporting, outreach and staff training.
Counsellor
You will support children facing crisis or trauma through counselling and suitable referrals. The notice links this role to risk assessment, family support, consent and confidential documentation.
Child Helpline Supervisor
You will oversee calls and case follow-up during your shift. The role’s work areas include recording calls, coordinating rescue support and keeping case files ready for further action.
Service Conditions and Caveats
- Tenure: Engagement is renewed annually, with the first term ending on 31 March 2027. You gain no right to regularisation or Government-service status.
- Continuation: Renewal depends on performance, the scheme continuing and funds being released. The agency agreement governs early termination.
- Agency arrangement: The selected agency handles pay and statutory contributions. The Collector controls staff selection, continuation and removal.
- Local preference: Jangaon local candidates receive first consideration in merit order under the Telangana local-cadre rules. Non-local applicants are considered only if no suitable local applicant is available.
- Reservation: Women’s and disability reservation rules apply. The Supervisor and Case Worker rosters will be displayed at the venue before the examination; the other roles fall under open competition.
- Working conditions: You must work rostered shifts, including nights and holidays, and protect children’s and callers’ confidential records. No other employment is allowed.
- Existing staff: Current and former Helpline staff can apply, and their service counts as experience. They receive only the preferences expressly stated in the notice.
- Certificate checks: The engagement ends without notice if an issuing authority does not confirm a certificate. False information can lead to removal and prosecution.
- Public notices: Check the district website and Collectorate notice board for updates; individual messages will not be sent. The waiting list remains valid for one year.
- Child protection: Staff must report child sexual offences that come to their knowledge, as required by section 19 of the Protection of Children from Sexual Offences Act 2012.

Responsibilities

Pay Scale

Exam Pattern
Project Coordinator, Counsellor and Child Helpline Supervisor
You will answer 200 objective questions for 200 marks in 90 minutes, in English. Part A and Part B each have 100 questions for 100 marks.
Part A subjects
- Telangana and Jangaon general knowledge and current affairs: 15 questions, 15 marks
- Reasoning, arithmetic and data interpretation: 15 questions, 15 marks
- Constitution and Convention on the Rights of the Child: 10 questions, 10 marks
- Juvenile Justice Act and Model Rules, Child Welfare Committee and child care institutions: 20 questions, 20 marks
- Protection of Children from Sexual Offences (POCSO), child marriage, child labour, missing children and offences under the Bharatiya Nyaya Sanhita: 20 questions, 20 marks
- Mission Vatsalya, Child Helpline procedures, control rooms, emergency response links, help desks and follow-up timelines: 15 questions, 15 marks

Part B subjects by post
- Project Coordinator: Helpline management, rosters, emergency and information calls, case closure, interdepartmental coordination, directories, reports, the Mission Vatsalya portal, outreach, staff training and confidentiality.
- Counsellor: Child development, crisis counselling, abuse and trauma, psychological first aid, risk and self-harm assessment, referrals, family support, POCSO victim support, consent, ethics and documentation.
- Child Helpline Supervisor: Call triage, case follow-up, rescue coordination, Child Welfare Committee production, case files, spreadsheets, email, portals, shift supervision and intervention law.
Case Worker
You will answer 100 objective questions for 100 marks in 60 minutes. The paper is in English and Telugu.
- General knowledge and current affairs: 20 questions, 20 marks
- Arithmetic and reasoning: 20 questions, 20 marks
- Telugu and English comprehension: 15 questions, 15 marks
- Child rights, helplines, child marriage, labour, abuse, missing children, Child Welfare Committee and POCSO reporting: 30 questions, 30 marks
- Operating systems, word processing, spreadsheets, internet, email and data entry: 15 questions, 15 marks
Marking: Each question has 5 options and earns 1 mark for a correct answer. A wrong answer loses 0.25 marks; an unanswered question loses 0 marks. Use the OMR answer sheet.
Oral test: You answer 5 questions, each worth 5 marks, for a total of 25 marks. Shortlisting for original-document checks and the oral test follows written marks at 3 candidates per vacancy.
Experience weightage: Child Helpline Supervisor and Case Worker applicants receive 2 marks per completed year of paid child-protection or emergency-helpline work, capped at 10 marks. Ties first favour paid experience in helplines 1098, 112, 181 or 108, then written marks, then greater age.
Exam-day timings: Report by 9:00 AM; entry closes after 9:45 AM. Papers start at 10:00 AM. The key appears at 12:00 noon, supported written objections close at 12:45 PM, results appear at 2:00 PM, and certificate checks and the oral test begin at 2:30 PM. Remain at the venue; no alternative date is offered if you miss your call. The list is due that evening.
