District Panchayat Office Bilaspur, Chhattisgarh under the Chhattisgarh State Rural Livelihood Mission (CGSRLM), popularly known as "Bihan", has invited online applications for 7 contractual positions at the Janpad Panchayat (Block) level. This recruitment is for filling vacant posts of Block Project Manager and Regional Coordinator in Bilaspur district. Who Can Apply?

For Block Project Manager (BPM):

• Education: You need a Post Graduate Degree or Post Graduate Diploma from a recognised university or institution.
• Experience: At least 2 years of work experience in a managerial or coordination role at the Block or Cluster level in Central/State Government, local bodies, or government-aided organisations listed on the NITI Aayog website, in the field of Rural Development, Poverty Alleviation, or Livelihood.

For Regional Coordinator:

• Education: You need a Graduate Degree from a recognised university, plus a 1-year Computer Diploma or Certificate from a recognised institution.
• Experience: At least 1 year of experience in a managerial or coordination role at the Block or Cluster level in similar government or government-aided organisations in the Rural Development or Livelihood sector.

You must be a permanent resident (domicile) of Chhattisgarh. Caste and domicile certificates issued by competent authority will be required.

Age Limit

• You should be between 21 and 40 years old as on 01 January 2026.
• Age Relaxation: Relaxation for SC/ST/OBC and other reserved categories is available as per Chhattisgarh state government rules issued from time to time.

Salary

• Block Project Manager: Rs. 39,875 per month (consolidated)
• Regional Coordinator: Rs. 26,490 per month (consolidated)
• This is a contractual appointment for 1 year, which can be extended based on performance appraisal and mutual agreement.

Selection Process

Selection is based on a merit scoring system (total 100 marks). There is no separate written exam for BPM posts. The process includes:

1. Document Verification: All candidates will first go through document verification. You must bring originals and self-attested copies of all documents uploaded during the online application.
2. Merit Evaluation: Your academic scores and experience will be evaluated according to the marking scheme (education marks + experience marks).
3. Interview (for BPM): Block Project Manager candidates will appear for an interview carrying 15 marks.
4. Written/Skill Test (for Regional Coordinator): Regional Coordinator candidates will take a written or skill test carrying 10 marks.

Note: If the number of applicants is high, candidates will be shortlisted in merit order and 10 candidates per vacancy will be called for the interview/skill test.

• Manage and coordinate Block-level activities of the CGSRLM Bihan mission for rural livelihood promotion
• Prepare action plans and monitor implementation of Self Help Group (SHG) programmes at the block level
• Work with community institutions like Village Organizations and Cluster Level Federations to strengthen rural livelihoods
• Assist in capacity building and training of field staff and community members
• Maintain records, prepare progress reports, and submit them to district-level authorities on time
• Coordinate with government departments and partner agencies for convergence of schemes and services
• Monitor fund utilization and ensure proper documentation of financial transactions at the block level
