Broadcast Engineering Consultants India Limited (BECIL), a Government of India Enterprise under the Ministry of Information & Broadcasting and a Mini Ratna Company, has released Advertisement No. 547 for the post of Principal Chief Projects. BECIL is looking for highly experienced professionals with a strong background in Program and Project Management from Central/State Government bodies, CPSEs, or Armed/Para Military Forces. This is a contract post, initially for 6 months, extendable based on performance and organisational requirement. The place of posting will be the Corporate Office, Noida or Head Office, Delhi.

Who Can Apply?

Essential Qualification

• Full-time B.E./B.Tech/M.Tech/MCA in Electronics, E&TC, IT, Computer Science, Computer Engineering, Electrical, Mechanical or any allied discipline from a recognised Institute or University

Desirable Qualification

• Master's Degree in Business Administration — MBA (Finance, Operations or Projects)
• PG Diploma in Contract Management or Project Management
• PMP Certification
• Candidates with these additional qualifications will get preference based on role suitability

Experience Requirements

• At least 10 years of cumulative experience in Program/Project Management (planning, execution, implementation and monitoring of high-value projects)
• Good knowledge of preparing project documentation such as RFPs, EOI, Contract Agreements, MoUs, LOIs, and Work Orders
• Well-versed with Government regulations (Contracts/Execution), CVC guidelines, and Labour Laws

Previous Employment (Mandatory)

• Must have served in a regular (non-contractual) capacity for a cumulative period of at least 20 years in any of the following:
  • CPSEs (Central Public Sector Enterprises)
  • Central Government Group 'A' Officers, including Armed Forces / Para Military
  • State PSEs where annual turnover is Rs. 500 Crore or more (for the past 3 years)
• Last pay drawn (CDA scale, 7th CPC): Rs. 78,800 – 2,09,200 (PB-3+ GP Rs. 7600 pre-revised)
• Last pay drawn (IDA pattern before 3rd PRC): Rs. 32,900–58,000
• Last pay drawn (IDA pattern after 3rd PRC w.e.f. 01.01.2017): Rs. 80,000–2,20,000

Age Limit

• Maximum age: 60 years as on 31 March 2025
• No minimum age is specified (experience requirement effectively sets the bar)

Salary

• Consolidated pay of Rs. 1,00,000 per month
• No DA, HRA, Transport Allowance, Residential Telephone, CGHS, or Medical Reimbursement is admissible
• TA/DA is allowed for outstation travel on project-related official work as per company rules
• 30 days leave per year (2.5 days per completed month) for full-time contract appointees

Selection Process

Selection is based on:

1. Shortlisting: Applications are screened based on credentials and suitability as per pre-approved criteria. Only shortlisted candidates will be informed.
2. Interview (Physical or Virtual): Shortlisted candidates appear before BECIL's Screening-cum-Selection Committee. You must present your credentials, experience, achievements, and suitability during the interview.
3. Final Selection: Based on qualifications, experience, role suitability, and interview performance.

Note: There is no written examination. Final selection is purely merit and interview based.

• Oversee multiple programs and projects simultaneously within the organisation
• Provide strong leadership and guidance to project teams and officials
• Manage drafting and preparation of project documentation — RFPs, EOIs, Contract Agreements, MoUs, Letters of Intent, and Work Orders
• Work closely with Project Sponsors and cross-functional teams to define scope, deliverables, resources, budgets, and timelines for new initiatives
• Manage Program and Project teams for optimal Return on Investment and coordinate cross-project initiatives
• Identify key requirements for cross-functional teams and external vendors
• Monitor project budgets and ensure delivery against established business goals and objectives
• Identify, analyse, and mitigate risks and opportunities across multiple projects within the department
• Prepare program reports for stakeholders and senior management
