APSMHA Member Empanelment Recruitment 2026: Overview
Arunachal Pradesh State Mental Health Authority (APSMHA), under the Directorate of Health Services, is forming a panel of non-official members under the Mental Healthcare Act, 2017 and the state authority rules. This is not a conventional hospital staffing drive: it brings qualified mental-health specialists together with people who can represent lived experience, caregivers and service organisations. The central purpose is broad representation in the authority's work, so each seat has a distinct professional or community basis.
Posts and Disciplines
- Mental Health Professional: A specialist seat open through the notified psychiatry, registered mental-health profession, Ayurveda, Homoeopathy, Unani or Siddha routes, with long experience in the mental-health field.
- Psychiatric Social Worker: A seat for an experienced Social Work or Psychiatric Social Work professional who can bring a social-care perspective.
- Clinical Psychologist: A seat for a professional with the recognised Clinical Psychology route, or the specified postgraduate Psychology and MPhil combination.
- Mental Health Nurse: A seat for an experienced general or psychiatric nursing professional.
- Person with lived experience: Representation for a person who has or has had mental illness, bringing direct experience into the authority.
- Caregiver representative: Representation for caregivers of people with mental illness or an organisation that represents caregivers.
- NGO representative: Representation for a non-governmental organisation that provides services to people with mental illness.
Post-wise Duties
Mental-health professional members
You will bring specialist practice experience from psychiatry, psychology, psychiatric social work, nursing or an accepted Indian system of medicine to APSMHA activities and discussions.
Person with lived experience
You will contribute a first-hand service-user perspective, helping the authority hear how mental-health systems and decisions affect people directly.
Caregiver representative
You will present caregiver experience and concerns while taking part in the work assigned by the competent authority.
NGO representative
You will bring the service-delivery perspective of a mental-health NGO and contribute through the organisation's experience with people who need support.
Service Conditions and Caveats
- Nature of engagement: These are non-official member empanelments governed by the notified APSMHA rules and procedures, rather than regular civil-service appointments.
- Authority directions: Every member must follow the guidelines and case-specific directions issued by the competent authority.
- Accuracy of claims: Misleading statements, suppressed facts or information contradicted by a confidential inquiry can disqualify an application.
- Performance: A member may be removed from the panel if work during APSMHA activities or compliance with directions is found unsatisfactory.
- Decision rights: The Commissioner, Health and Family Welfare, as Chairperson of the authority, may accept or reject applications fully or partly at any stage.
- Honorarium: Any payment follows the SMHA rules and depends on competent-authority approval and the availability of funds; the notice does not promise a fixed monthly amount.
- Panel validity: The duration and operation of the panel follow the notified SMHA rules and procedures.

Prepare the Letter of Expression in Annexure I and place it with the supporting papers in a sealed envelope. Deliver it to the Mental Health Branch, Directorate of Health Services, Papu Village, Naharlagun, addressed to the Director of Health Services-cum-Member Secretary, Arunachal Pradesh State Mental Health Authority.
