About This Job

AHIDMS is hiring 1 State Internal Performance Agreement and Quality Improvement Specialist for the World Bank funded ASSIST project. The post is based at PMU, Guwahati, Assam and is purely contractual. You need a medical/public health/hospital management postgraduate qualification with strong healthcare quality experience. AHIDMS SIPA QI Specialist Recruitment 2026 - 1 Post

Assam Health Infrastructure Development and Management Society (AHIDMS), under the Medical Education & Research Department, Government of Assam, has released this notice for the ASSIST project. The specialist will support Internal Performance Agreement systems, service quality improvement, and hospital accreditation work across Assam hospitals and health facilities. This role is meant for experienced professionals who understand NQAS, NABH, NABL, public health monitoring, and hospital quality systems.

Project context: The ASSIST project works on Assam's secondary healthcare system with support from the World Bank. The ToR says the role will help improve management capacity, service quality, and accreditation-linked quality systems across hospitals and state-level health structures.

Work location: The specialist will be stationed in Guwahati but may need to travel within Assam for field visits, meetings, monitoring, and coordination with government departments and healthcare facilities.

Who Can Apply?

Educational Qualification

  • MD Community Medicine from a Government recognised university/institution; or
  • M.Sc. Nursing from a Government recognised university/institution; or
  • Master's degree in Hospital Administration, Public Health, Health Care Management, or Hospital Management.

Experience

  • You need at least 5 years of experience in healthcare quality systems such as NQAS, NABH, NABL or similar systems.
  • You should have hands-on experience in NABH accreditation from start to finish for a large multi-specialty hospital with more than 200 beds.
  • You should have experience in identifying gaps and supporting facilities, districts, and medical college hospitals.
  • You need 3 years of experience in developing and implementing monitoring systems for hospital quality improvement or state-level public health programmes.

Skills

  • Languages: Knowledge of English, Hindi and Assamese is required.
  • Computer Skills: You should be comfortable with MS Word, Excel and PowerPoint.
  • Communication: You need strong communication skills and the ability to work with government and hospital stakeholders.

Work Focus

  • Internal Performance Agreements: Support IPA systems at state, district, and facility level.
  • Quality Improvement: Help medical college hospitals and facilities move towards recognised quality standards.
  • Accreditation: Support NABH-related work and internal assessment systems.
  • Monitoring: Review results, documentation, verification records, and implementation bottlenecks.
  • Stakeholder Work: Coordinate with state-level teams, districts, hospitals, agencies, and project leadership.

Age Limit

  • Maximum age is 55 years.
  • Age will be counted as on 1 January 2026.

Salary

  • Consolidated monthly pay is Rs. 90,000 to Rs. 1,20,000.
  • Pay may be fixed based on current pay plus 30% enhancement, within the notified range.
  • For a very strong candidate, AHIDMS may consider a higher start as per the ToR.
  • TA/DA for approved travel may be paid or reimbursed as admissible under AHIDMS HR policy, if available.

Selection Process

The recruitment will be handled through a walk-in interview/test at the AHIDMS office in Guwahati.

  1. Walk-in Registration: Report at 10:00 AM. No registration will be allowed after 11:00 AM.
  2. Document Verification: Bring original certificates/testimonials and one set of self-attested copies.
  3. Interview/Test: The interview/test starts from 11:00 AM onwards on 20 June 2026.
  4. Experience Check: Only post-qualification experience will be counted for this position.

Responsibilities

  • Coordinate with quality improvement stakeholders at the state level
  • Support 14 Medical College Hospitals for NABH accreditation work
  • Manage quality improvement consultancy and third-party assessment agencies
  • Build capacity of internal assessors for NQAS, LaQshya and MusQan quality work
  • Implement and review internal performance agreement systems at state, district and facility level
  • Plan field visits and monitor service expansion and quality improvement activities
  • Prepare reports, review documentation, verification records, and payment follow-up notes
  • Assist state-level policy work for healthcare quality and service development

Eligibility Criteria

Minimum Qualification

MD Community Medicine, MSc Nursing, or Master's in Hospital Administration/Public Health/Health Care Management/Hospital Management from a Government recognised university/institution.

Preferred Qualification

Hands-on NABH accreditation experience for a large multi-specialty hospital with more than 200 beds.

Required Skills
