Rail Vikas Nigam Limited (RVNL) General Manager (Civil) Recruitment 2026 - 1 Post

Rail Vikas Nigam Limited (RVNL), a Miniratna (Category-I) PSU under the Ministry of Railways, has released Vacancy Notice No. 2026/RVNL/25-CIVIL for one General Manager (Civil) post. The selected officer will be appointed on deputation for five years, subject to government approval of exemption to RVNL from the rule of immediate absorption. Officers from Indian Railway Service of Engineers (IRSE), Civil Engineering departments, and other PSUs can apply through proper channel.

Who Can Apply?

• Service: You must belong to IRSE / Civil Engineering cadre, or be a serving officer of another PSU in a Civil Engineering role.
• Grade Eligibility: You should be holding a post in one of these grades substantively:
  • Analogous grade in CDA or IDA pay scale (Level-14 / IDA E-8: Rs. 1,20,000 - 2,80,000); OR
  • Level-13 (CDA) with at least 17 years of service in Group 'A'; OR
  • Grade IDA E-7 (Rs. 1,00,000 - 2,60,000) for at least four years.
• Preferred Experience: Preference will be given to officers with experience in planning, execution and management of infrastructure projects or working in a construction organisation.
• Mode of Application: Apply through proper channel only.

Age Limit

• Maximum age: below 58 years as on the closing date of the vacancy notice.
• The cut-off date for age and eligibility is the closing date of the vacancy circular.

Salary

• Pay Level: Level-14 (CDA) / IDA E-8 with pay scale Rs. 1,20,000 - Rs. 2,80,000.
• Selected officers will draw parent pay plus deputation allowance as per Government of India rules.
• Other allowances (DA, HRA, TA) will be paid as per government norms applicable to the post.

Selection Process

Selection is on deputation basis. The process involves:

1. Screening of Applications: RVNL will screen applications forwarded through proper channel.
2. Document Verification: Eligible candidates' service records, APAR grading for the last 5 years, and vigilance / DAR clearance will be verified.
3. Final Selection: Based on suitability for the role, prior experience in infrastructure projects, and approval from the cadre controlling authority.

There is no written exam. Selection is purely merit and experience based.

• Lead planning, design, and execution of civil engineering works for RVNL railway infrastructure projects
• Manage construction activities at Bhopal/Indore project sites and oversee day-to-day project progress
• Coordinate with state government agencies, contractors, and consultants for project clearances and implementation
• Monitor project budgets, tender documentation, and contract management as per railway and CPWD standards
• Ensure safety, quality, and timely delivery of civil structures including stations, bridges, and track formation works
• Prepare progress reports, financial statements, and review documents for senior management
• Mentor and supervise the civil engineering team posted under the General Manager office
