Odisha Power Transmission Corporation Limited (OPTCL) is hiring 1 General Manager (Civil) on a full-time contract basis in Odisha. OPTCL General Manager Civil Recruitment 2026 - 1 Post

Odisha Power Transmission Corporation Limited (OPTCL), a Government of Odisha undertaking, has released Advertisement No. MPPR-02/2026-27 dated 12 June 2026 for engagement of a retired Civil Engineer as General Manager (Civil). The post is for civil construction, maintenance, planning, estimate checking, contract closure, and coordination work across OPTCL worksites and colonies. This is a senior retired-engineer contract role, so the notice asks for long experience in Central or State Government, government organisations, or state PSUs.

OPTCL runs a transmission network of about 17,261 circuit kilometres and 207 substations ranging from 132 kV to 400 kV. The GM (Civil) role supports the civil infrastructure behind this network, including roads, buildings, colonies, drains, foundations, and boundary walls. Because this notice is for a retired specialist, OPTCL needs someone who can guide planning, inspection, contractor coordination, budget control, and MIS reporting from day one.

The contract is initially for 2 years. Further extension can be considered only when performance is satisfactory and the organisation still needs the service, with the overall age cap of 65 years.

Who Can Apply?

Educational Qualification and Experience

• Qualification: You must have a Degree in Civil Engineering or an equivalent qualification from a recognised institution.
• Retired Engineer Requirement: You must be a retired Civil Engineer from Central Government, State Government, government organisations, or state PSUs.
• Experience: You need at least 20 years of relevant post-qualification experience in civil engineering work.
• Preferred Experience: OPTCL will prefer applicants who have handled execution and management of infrastructure works.

Service and Conduct Conditions

• Clean Record: Officers with pending or planned departmental proceedings, criminal cases, or misconduct penalty during the five years before retirement cannot apply.
• Date of Birth Proof: The date recorded in the High School Certificate or equivalent board certificate will be accepted for age checking.
• Full-Time Work: The selected person cannot take another paid or unpaid assignment during the contract period.

Age Limit

• Maximum age: 63 years as on 01 June 2026.
• The initial engagement may be extended only if performance and OPTCL requirement support it, and the total engagement cannot go beyond the maximum age of 65 years.

Contract Pay and Benefits

• Contract pay will be fixed under Government guidelines for retired government servants, based on the last pay drawn minus pension principle.
• No Dearness Allowance, Special Pay, or other allowance will be paid over the fixed contract pay.
• Travel Allowance for approved official tours will be allowed as per the OPTCL norms for GM rank officers.
• The selected person will also get CUG SIM facility and hired vehicle support for official use as admissible to GM rank in OPTCL.
• The contract allows 10 days casual leave in a calendar year. Unused leave will not be carried forward or paid out.

Selection Process (No Written Exam)

OPTCL will select the General Manager (Civil) through a personal interview by a duly constituted Selection Committee.

1. Application Scrutiny: OPTCL will check age, qualification, retired-service status, experience, and document completeness.
2. Personal Interview: Shortlisted applicants will be assessed by the Selection Committee for senior civil engineering experience and suitability for OPTCL work.
3. Final Engagement: The engagement will be subject to the contract terms, conduct rules, and management approval.
