AMSCL Finance Consultant and Procurement Expert Recruitment 2026: Overview

Assam Medical Services Corporation Limited (AMSCL), the Government of Assam company that runs the Central Drug Ware House at Patherquery, Narengi, Guwahati, is hiring senior specialists: a Finance Consultant and Procurement Experts for drugs and for medical equipment. All of them are contractual positions engaged in mission mode, so the corporation is looking for people who can step in and handle large public purchases and accounts from day one. These are not entry-level jobs — each post asks for many years of post-qualification work, including senior managerial experience for the procurement roles.

Posts and Disciplines

• Finance Consultant: for a Chartered Accountant who is an ICAI member and knows financial statements, GST, Income Tax, TDS, audit and statutory compliance. This post is reserved for OBC/MOBC candidates. Experience with health-sector schemes or government finance is a plus.
• Procurement Expert (Drugs and Supply Chain Management): for a pharmacy graduate with a full-time MBA/PGDM in supply chain, pharmaceutical management or logistics who has bought drugs, vaccines and medical consumables at scale. You should know e-tendering, rate contracts, the essential drug list and drug quality testing (CDSCO norms). Open to unreserved candidates.
• Procurement Expert (Equipment and Services): for an Instrumentation, Bio-Medical or Medical Electronics engineer with an MBA/PGDM who has run high-value tenders for medical equipment, diagnostic systems and hospital services. AMC/CMC management, installation and acceptance testing of equipment are part of the expected background. Open to unreserved candidates.

Service Conditions and Caveats

• Fixed-term contract: The Finance Consultant is engaged on a fixed-term contract that can be renewed based on performance and mutual agreement. Other monetary and non-monetary benefits follow the corporation's own policies.
• Procurement rules knowledge: Both Procurement Experts must know the General Financial Rules (GFR), CVC guidelines and Assam's own procurement Acts and Rules.
• Preferred background: Hands-on work with GeM, e-procurement platforms or World Bank / externally aided project procedures gives you an edge for the procurement posts.
• Computer skills: The procurement posts need working knowledge of MS Word, Excel and PowerPoint.
• Vacancies can change: The number of posts may vary at the time of recruitment.
• No travel allowance: You will not get TA/DA for attending the interview or selection test.
