MoEFCC Private Secretary and Junior Translator Recruitment 2026: Overview

The Ministry of Environment, Forest and Climate Change (MoEFCC) is filling Private Secretary and Junior Translator posts at its regional office in Shillong. This notice is for deputation, including short-term contract, with a separate departmental promotion provision for the Private Secretary post. Posts and Disciplines

• Private Secretary: A General Central Service Group B gazetted ministerial post at the Shillong office. The notice uses a combined deputation and promotion arrangement for this appointment.
• Junior Translator: A General Central Service Group B non-gazetted, non-ministerial post at the same office. This appointment is on deputation, including short-term contract.

Service Conditions and Caveats

• Initial tenure: Deputation is initially for three years, with a possible extension under Department of Personnel and Training guidelines. An extension is not automatic.
• Earlier deputation: The normal three-year ceiling includes an immediately preceding deputation in another ex-cadre post in the same or another Central Government organisation or department.
• Governing conditions: Deputation terms follow the government instructions identified in the circular, as amended from time to time. Your parent department must be able to spare you for the specified period.
• Departmental promotion: The specified departmental Stenographer Grade I holding the Personal Assistant post may be considered for Private Secretary. If selected through this provision, the appointment is treated as promotion.
• Separate appointment routes: Departmental staff in the direct promotion line cannot use the deputation route for the post, and deputationists cannot claim consideration through promotion.
• Incomplete forwarding: Applications without the parent office’s recommendation or the prescribed service clearances will not be considered. Arrange for your office to forward a complete proposal within the receipt window.
