MPA Traffic Manager Recruitment 2026: Overview

Mormugao Port Authority (MPA), under the Ministry of Ports, Shipping and Waterways, is filling its Traffic Manager, Head of Department (HOD) position in Goa. The current circular seeks absorption through the composite method from serving officers of Major Port Authorities. It concerns a vacant departmental leadership post and uses the Ministry's arrangements for filling HOD positions.

Service Conditions and Caveats

• Current recruitment route: This circular is for absorption from Major Port Authorities. Although the attached recruitment regulations also describe deputation and direct recruitment as fallback methods, those entries should not be treated as an open invitation to apply through either route in this round.
• Commitment after selection: You must be prepared to continue with your candidature if selected. Under the Ministry's stated policy, withdrawal after selection by the Services Selection Committee can lead to debarment from HOD selections across Major Port Authorities for two years.
• Ministry conditions: The appointment follows the Ministry's HOD guidelines. The circular also says that later changes directed by the Ministry will apply, so the terms remain subject to those directions.
• Employer involvement: Your administrative Port has a formal role in forwarding and supporting the application. An advance copy sent independently does not remove the need for the application to arrive through the proper channel.
• Delayed supporting records: The circular recognises that official clearances and performance records may take time to obtain. Your Port should forward the application with competent-authority approval within the required period and send the outstanding records without unnecessary delay.
• Complete candidature: Permission to forward an application while official records are pending does not remove the requirement to supply them. The remaining records must be available for consideration by the committee.
• Acceptance conditions: MPA will not consider applications that are incomplete, late or sent outside the stated procedure. Keep in touch with your administrative Port so that both your portal submission and the employer's forwarding are handled.

Application Submission Notes

Online Application Portal (OAP): the notice names the Ministry's portal as the required application route. Give the printout of your uploaded application to your administrative Port for onward forwarding to MPA.

Forwarding address: the issuing office is the General Administration Department, Mormugao Port Authority, Administrative Office Building, Headland Sada, Goa 403804. Mark the forwarding envelope “Application for the post of Traffic Manager (HOD) in Mormugao Port Authority”.

Urgent employer forwarding: if physical delivery is at risk of arriving late, the circular permits your Port to send its forwarding letter and the OAP printout by email. The Port must then send the complete application and supporting papers by registered post.
