IPA Consultant Recruitment 2026: Overview

Indian Ports Association (IPA) is engaging Senior Consultants and Consultants to support the International Cooperation Division of the Ministry of Ports, Shipping and Waterways in New Delhi. IPA is the coordinating body for India's major ports, while this division handles the Ministry's bilateral and multilateral maritime work. The roles suit experienced professionals who can turn policy, trade and transport research into clear material for government meetings and international engagement.

The team works across maritime diplomacy, trade corridors, investment outreach and knowledge products. You may contribute to India's work on international agreements and corridors such as IMEC, the Eastern Maritime Corridor, the Northern Sea Route and INSTC, as well as green and digital shipping initiatives. Strong analytical writing and professional English are central to both roles.

Posts and Disciplines

  • Senior Consultant: intended for professionals with deeper post-qualification experience who can take greater ownership of complex briefs, coordination work and high-level international cooperation assignments.
  • Consultant: suited to professionals who meet the shorter experience threshold and can support research, drafting, monitoring and event coordination across the division's work.

Post-wise Duties

Senior Consultant

You will help shape technical briefs, position papers, interventions and speaking notes for senior-level forums and bilateral discussions. You may also monitor strategic maritime commitments, guide data-led research and coordinate material for business roundtables and investment summits.

Consultant

You will track international maritime developments and cooperation commitments, prepare presentations and correspondence, cover meetings and produce clear summaries. Your work can also include research articles, journal-style knowledge products and background material for the division's engagements.

Service Conditions and Caveats

  • Contract: The engagement is full-time and initially runs for two years. Any extension depends on performance, mutual willingness and the Ministry's requirement.
  • Policy: Service conditions follow the Indian Ports Association Contract Employment Policy, 2025, including later amendments.
  • Working hours: Normal office time is 0900 to 1730, but urgent work may continue beyond office hours or on holidays without additional payment.
  • Exclusive engagement: You cannot accept another paid or unpaid professional appointment during the contract.
  • Leave: Paid leave accrues at one day for each completed month and does not carry beyond the calendar year.
  • Notice: Either side may end the engagement with one month's notice, while the Ministry retains the stated right to act sooner in unavoidable special circumstances.
  • Joining: A selected professional is expected to join within one month of the appointment letter.
  • Jurisdiction: Recruitment disputes fall under the courts or tribunals having jurisdiction over Delhi.

Eligibility Criteria

Minimum Qualification

Full-time master's degree or higher from a reputed Indian or international university in Economics, Public Policy, Maritime, Trade, Transport Management, International Relations or a related subject

Preferred Qualification

Meaningful experience with an international organisation, government system, PSU, autonomous body, reputed think tank, research institution or private-sector organisation

Required Skills

Analytical and critical writing, research and knowledge-product development, presentations, professional English, and strong use of Word, Excel, PowerPoint and AI-enabled research tools

Salary & Compensation

Pay Scale

Consultant: Rs. 12 lakh per annum fixed; Senior Consultant: Rs. 15 lakh per annum fixed

Allowances

No change in fixed pay will be considered during the initial two-year contract. No extra allowance is payable for work beyond office hours or on holidays.
