Who Can Apply?

Educational Qualification

• Language requirement: You need graduation with Odia as Honours, or graduation with English as Honours and Odia as Pass/compulsory subject, or post-graduation in Odia.
• Law qualification: You must also have graduation in Law (LLB) from a recognised university.
• Experience route: Candidates with the above qualification and 7 years of service, or 3 years of service with at least 1 year of translation work in a Group C or Group B government post, can use the special age condition mentioned in the notification.
• Nationality: You must be a citizen of India.

Before applying, match both parts of the qualification. A language degree alone is not enough because the notification also asks for graduation in Law. Keep your subject combination proof, LLB certificate and category documents ready before the online form closes.

Age Limit

• You should be between 21 and 42 years old as on 1 January 2026.
• You must not have been born before 2 January 1984 and not after 1 January 2005.
• Relaxation: ST, women and ex-servicemen get 5 years relaxation. PwD candidates with 40% or more disability get 10 years relaxation.
• ST PwD candidates: They can get cumulative relaxation up to 15 years.
• Experience-based age: Eligible experienced government employees covered by the notification can apply up to 45 years as on 1 January 2026.

Salary

• Pay Level: Level-9 of the Pay Matrix under ORSP Rules 2017.
• Entry Pay: Rs. 35,400 per month.
• Allowances: Dearness allowance and other allowances will be paid as sanctioned by the Government of Odisha from time to time.

Application Fee

• General and other non-exempt categories: Rs. 700, paid online while filling the form.
• SC / ST / PwD: No fee.
• Refund rule: The fee will be refunded only to candidates who actually appear in both written examination papers.

Selection Process

The selection process has two main stages: a subjective written examination and a viva-voce test.

1. Written Examination: Two subjective papers for a total of 300 marks. Each paper carries 150 marks and lasts 2 hours.
2. Viva-Voce Test: Interview/viva for 40 marks, including questions from Prashasan Sabdakosha published by Odia Bhasa Pratisthan.
3. Document Verification: OPSC will check age, education, Law degree, category, disability, ex-servicemen and other certificates before final appointment.

Paper-I tests practical language use through translation and short essays. Paper-II tests core law subjects such as IPC, CPC, CrPC and Evidence Act. There is no negative marking mentioned for this subjective exam in the notification.

Written exam date: The written examination is scheduled for 22 November 2026 (Sunday). Detailed centre and schedule information will be published later on opsc.gov.in.
