OPSC Assistant Executive Engineer (Civil) Recruitment 2026: Overview
Odisha Public Service Commission (OPSC) invites applications for Assistant Executive Engineer (Civil) under advertisement 07 of 2026-27. The recruitment is for Group A of the Odisha Municipal Engineering Service, under the Housing & Urban Development Department, Government of Odisha. Service context: The appointment belongs to the state municipal engineering service and is administered through the Housing & Urban Development Department. This is the civil-engineering recruitment in advertisement 07; the separate agriculture-engineering advertisement is a different service with its own qualification and examination.
Service Conditions and Caveats
- Engineering credential: The notice expressly accepts the specified Civil Engineering degree or AMIE route. Check the recognition of your institution and retain the qualification certificates and marksheets supporting the route you claim.
- Medical fitness: A selected candidate must satisfy the Medical Board before appointment. Selection by the Commission does not remove this appointment condition.

- SC/ST categories: The notification does not permit interchange of SC and ST reservation when suitable candidates are unavailable. The government may change the vacancy position according to public-service requirements.
- Serving applicants: Inform the head of your office before applying and produce the required No Objection Certificate at document verification. An online application does not replace your employer's service requirements.
- Provisional candidature: Admission to an examination remains provisional. Failure to meet the notified conditions can lead to cancellation when documents are checked, including after an examination or result.
- Appointment: Inclusion in a selection list does not itself create an entitlement to appointment. The government must be satisfied about your suitability and the other notified requirements.
- Fee refund condition: Where an examination fee is payable, the notice links its refund to applicants who appear in the Preliminary Examination. Registration alone does not meet this attendance condition.

परीक्षा पैटर्न
Preliminary examination
100 MCQs, 100 marks, 90 minutes. Civil Engineering at bachelor-degree standard; 0.25 mark deducted per wrong answer and zero for unanswered questions. This stage is qualifying and its marks do not count in final merit.
Main examination
- General Studies: 100 MCQs, 200 marks, 2 hours.
- Civil Engineering: 150 MCQs, 300 marks, 2.5 hours.
Each correct main-exam answer earns 2 marks; each wrong answer loses 25% of the question marks. Unanswered questions receive zero. OPSC fixes qualifying marks.
Final merit
The main examination contributes 500 marks and the personality test 50 marks, for a total of 550.
