Service Conditions and Caveats

• A panel, not a post: CBI is creating a panel of advocates for this court. Empanelment makes you the agency's prosecutor for the briefs handed to you; it does not make you a CBI employee, and it does not come with a promised quantum of work.
• How long it runs: the engagement is for a minimum of three years, because the agency needs the same prosecutor to stay with a trial from the first witness to the judgment.
• Where you have to be: you must be stationed in the city where the court sits. CBI pays no travelling allowance and reimburses no travel expenses for attending the court, so an advocate travelling in from Chennai or elsewhere carries that cost personally.
• What you are paid: your professional fee follows the Department of Personnel and Training order in File No. 225/19/2023-AVD-II dated 8 April 2024, a copy of which is attached to the circular. CBI does not negotiate a separate rate with individual advocates.
• Consent to standard terms: you have to record an unconditional willingness to work on the general terms and conditions the Government of India approves from time to time — and those terms can be revised while you are on the panel.
• Corruption trials are the core work: the panel exists for cases under the Prevention of Corruption Act, 1988, and the agency treats hands-on experience of conducting such trials as a mandatory pre-condition rather than a preference.

The circular carries a prescribed proforma that goes well beyond an ordinary bio-data. It asks you to set out your criminal-side record court by court — the subordinate courts and the High Court — the number of criminal cases you have handled, the matters in which you appeared for central and state government departments, the important cases where you secured a conviction, and the Prevention of Corruption Act, 1988 trials still pending with you. You also have to declare whether you already work as a panel lawyer, standing counsel or legal advisor for any government department or organisation. Only shortlisted advocates are called for an interaction with CBI.
