AS-CFMS Multi-Post Recruitment 2026: Overview

The Assam Society for Comprehensive Financial Management System (AS-CFMS) is the special purpose society of the Finance Department, Government of Assam that runs the state's public finance reforms and IT projects. It is hiring professionals on a full-time contract for 20 different positions in procurement, IT infrastructure, Direct Benefit Transfer (DBT), HRMIS and pension, public investment management, tax law and banking. Most of the work supports the World Bank-backed Assam Governance and Service Delivery Program (AGSDP), and every post is based in Guwahati.

These are experienced-professional roles, not entry-level jobs. Each position has its own Terms of Reference (ToR) on the Finance Department website, listing the exact degree, years of experience and pay band. If you do not meet the ToR qualifications, AS-CFMS asks you not to apply.

Posts and Disciplines

• Procurement team (Procurement Consultant, Junior Procurement Consultant, Procurement Support Associate, Procurement Support Staff): runs AGSDP tenders and the state's procurement reforms under the Assam Public Procurement Act, 2017, and supports users of GeM and AssamTenders.
• Office of the Commissioner of Taxes (Senior Software Developer, Legal Expert): keeps the tax department's GST and VAT software running, and gives legal support on indirect-tax litigation and drafting.
• Finance Department IT (Additional IT Project Manager, Database Administrator, Network & Security Administrator, Server Administrator): manages the department's applications, databases, networks and servers, including AI and data platforms used for tax administration.
• DBT component (Additional Project Manager - DBT, three IT Experts, GRQA Expert): builds and runs the Direct Benefit Transfer systems, the social registry, the citizen-facing workflows and grievance redressal.
• Banking, Financial Services & Insurance (BFSI) Expert: advises on banking, insurance, microfinance and financial inclusion; retired public sector bank employees can also apply.
• HRMIS & Pension (Project Manager, Additional Project Manager): drives the rollout of the state's human resource and pension management systems.
• Public Investment Management & Commitment Control (Project Manager, Additional Project Manager): supports reforms in capital expenditure planning and commitment control.

Post-wise Duties

Procurement posts

As a Procurement Consultant, you will lead the procurement team. You will prepare EoIs, RFPs and bid documents, guide bid evaluation and contract negotiations, write procurement manuals and train government officials. Junior consultants help with tenders and contract records, while the Support Associate and Support Staff handle the e-procurement portals, register bidders, and resolve DSC and EMD issues for users.

Tax department posts

The Senior Software Developer maintains and upgrades the Commissioner of Taxes' Java and Spring Boot applications. The Legal Expert examines writ petitions and appeals, drafts replies, and advises on GST, VAT and other tax laws.

IT infrastructure posts

You will look after application lifecycles, databases, networks or servers for the Finance Department, depending on your post. This covers security, backups, disaster recovery and performance tuning.

DBT, HRMIS and PIM posts

You will plan and monitor reform projects. That means supervising system integrators, reviewing deliverables, coordinating with departments, districts and banks, and tracking progress for the project management unit.

Service Conditions and Caveats

• Tenure: Each engagement starts with 11 months in Guwahati and can be extended based on performance and project needs.
• Full-time only: You cannot take up any other job, consultancy or assignment during the contract.
• No regular job claim: The engagement is purely contractual and does not give you any right to permanent government service.
• Pay is negotiable: Pay depends on your qualifications and experience, and AS-CFMS may negotiate more for exceptional candidates.
• Experience relaxation: For several posts, the required experience may be relaxed by up to one year for candidates with exceptional credentials.
• Selection method: Most posts use shortlisting followed by a personal interview. The Junior Procurement Consultant and Procurement Support Staff posts also have a written test before the interview.
• No TA/DA: You will not be paid travel costs for the interview or any other selection stage.
• Jurisdiction: The Legal Expert ToR places all disputes under the courts of Kamrup Metro.
