NHSRC Finance Controller Recruitment 2026: Overview

National Health Systems Resource Centre (NHSRC) is recruiting a Finance Controller on behalf of the Ministry of Health & Family Welfare in New Delhi. This contractual assignment belongs to the National Health Mission (NHM) Finance Division and reports to its Director or Deputy Secretary.

The division's Financial Management Group supports the flow of health programme funds to states and union territories, alongside the accounting and reporting needed to track their use. Its work links central decisions with state and district finance systems, helping the NHM deliver public health services in both rural and urban areas.

Service Conditions and Caveats

• Initial engagement: The initial contract runs up to 31 March 2027. Its extension depends on your performance and the division's requirements.
• Probation and continuation: You start with three months on probation. The notice also describes continuation for a full year after satisfactory performance, alongside the initial end date; check how these provisions appear in your consultancy agreement.
• Renewal: The ministry decides whether to renew the assignment. Further service depends on its decision and is not a guaranteed part of the initial offer.
• Early termination: Either party can end the consultancy with one month's written notice.
• Field travel: You must be ready to travel extensively to states, districts, blocks and villages. The Director or Deputy Secretary for NHM Finance must approve all travel in advance.
• Agreement-based benefits: Subsidy, compensation and pension are not included unless the consultancy agreement expressly provides them. Review the agreement's terms alongside the notice before accepting the role.
• Tax provision: The notice says the consultancy is not tax-exempt. Its English and Hindi versions differ on tax reimbursement, so seek clarification from NHSRC on that point rather than assuming reimbursement is available.

• Check fund-release proposals against the applicable financial rules and programme norms.
• Guide financial analysts and finance assistants handling allocated states and union territories.
• Prepare budget estimates, revised estimates and expenditure forecasts.
• Monitor Public Financial Management System data and SNA-SPARSH implementation, and reconcile state reports.
• Coordinate statutory and concurrent audits and follow up on audit findings.
• Review fund use, financial reports and transfers to State Health Society bank accounts.
• Train finance teams and join field reviews to recommend improvements.
• Prepare quarterly action reports and financial information for parliamentary, audit and public information requests.
